Scope of work and key responsibilities
Literature review
The primary responsibility of the research assistants will be to assist the regional coordinator in conducting a literature review to understand the current state of impact evaluation in West Africa. This will involve situating the impact evaluation trends in West Africa within the larger evaluation ecosystem in the development sector. Through this component, we expect to collect descriptive statistics on regional output metrics, such as the number of impact evaluations and evidence syntheses conducted since the early 2000s; the geographical and sector coverage of those studies; the involvement of African authors in those studies; and the technical, financial and operational aspects of those studies. This will help determine existing knowledge and gaps with respect to evidence produced by impact evaluations, systematic review reports, and other sources of evidence synthesis.
The literature review2 will cover existing impact evaluations and evidence syntheses in the francophone West Africa region. Key output metrics expected are as follows:
Key recommendations that may be clustered by relevancy, for example for specific stakeholders, sectors or themes.

The literature review will capture not just the number of impact evaluations conducted in the region, but also literature about impact evaluations in the region. The latter group represents very few studies but should provide context to the impact evaluation findings.
This literature review will be part of a broader scoping study that will map the impact evaluation needs and capacities of regional stakeholders. The research assistants will only be responsible for the literature review portion of the scoping study, outlined above.
Other responsibilities
In addition to the literature review, the research assistants will be expected to provide day-today administrative and logistical support to the regional coordinator. These activities may include, but are not limited to the following:
Qualifications and competencies
A master’s degree or equivalent higher education degree in development studies, economics, statistics, sociology, social sector planning, agronomy, demography, public health or a related field is required.
Terms and compensation
The research assistant position is open for Benin nationals, residing in Benin. Interested candidates should be available to start in May 2018. The contract will be for a period of 12 months, spread over 180 days, with a possibility of renewal based on performance and availability of funds. 3ie offers competitive remuneration based on experience and qualifications. The position is based in Benin but it may require travel in West Africa, or elsewhere as required. Two research assistants will be hired to assist the regional coordinator. 3ie policy will be applicable regarding travel and other payment issues related to the position.
