Project Manager (1 Position)
Position Title: Project Manager Reporting to: Programme Coordinator Duty Station: Mogadishu Position Status: National Area of Operation: Lower Shabelle and other parts of South West State Employment period Starting in May 2018, one year with the possibility of extension.
Background:
FCA is Finland’s biggest development and humanitarian co-operation organization and the second biggest organization working in Humanitarian aid. FCA operates in 15 countries in Asia, Africa and the Middle East and is specialized in three thematic priority areas: the Right to Peace (R2P), Right to Livelihood (R2L) and Right to Quality Education (R2QE). Since 2008, FCA works mainly in Somaliland, Puntland and South-Central Somalia. Thereby, FCA together with local partners is mainly supporting and empowering local peace efforts and initiatives through the Peace Building Initiative.
The Network for Religious and Traditional Peacemakers (Network), with its secretariat hosted and legally represented by FCA, is a global network of 50 international and national NGOs, think tanks, policy centers and academic institutes aiming at improving the effectiveness of peacemaking and peacebuilding by supporting and strengthening the positive role of religious and traditional actors in peace processes. In past years, the Network has supported peace efforts in South and Southeast Asia, Libya, Central African Republic, Somalia, Kenya, Nigeria, and Finland.
Primary purpose of the position:
To coordinate the implementation of the project “The National and local reconciliation in Somalia” funded by Ministry for Foreign Affairs of Finland and implemented by FCA and the Network.
Main tasks:
• Undertake day to day management of the project, including smooth project implementation and efficient use of resources. • Be responsible for the overall project implementation, and in close collaboration with Team Leader lead the planning, budgeting, monitoring and reporting (internal and external) • Ensure the technical and financial quality of the project and compliance with FCA and donor guidelines • Oversee the monitoring activities together with the M&E team • Participate actively and engage in coordination meetings relevant to the program and maintain good relations and communication with partners • Prepare work plans and produce timely reports – financial and progress reports – as required by FCA and donor reporting systems.
Program Development and Management • In close collaboration with the Team Leader to develop, coordinate, and support the implementation of FCA’s and Network’s reconciliation project. • With the support of the Team Leader, Human Resources & Admin manager and the Finance Manager to support logistical and procurement needs of the reconciliation project.
Program Quality • In close collaboration with Team Leader to ensure the quality of project deliverables, suggesting action/corrective measures and supporting in the monitoring of progress against activity and budget as well as impact • Prepare timely and quality monthly, quarterly, project end and any other reports requested by the supervisor or the donors. These must cover the deliverables and analysis of issues, approaches and lessons learnt. • Undertake and or supervise research and assessments, develop its ToRs and ensure quality reports are produced and shared with team leader s agreed. • In coordination with the M&E Manager, ensure the required quantitative and qualitative data is collected and provided as required. To further ensure close monitoring and support to the reconciliation program. • Ensure overall compliance to the Core Humanitarian Standards, especially the roll-out of the Complaint Handling Mechanism Networking and Representation • Represent FCA at peace and reconciliation sectoral meetings, cluster meetings and relevant peace working groups at the South West State and federal level and if need be in other operational areas • Support the Team Leader to coordinate and facilitate the necessary communication and action between FCA and other stakeholders
Documentation of Good Practices • Documentation of good practices– case studies, successful programming approaches and lessons learnt • Work in coordination with FCA’s other core competencies to build synergy and develop cost effective implementation approaches • Any other task relevant to the position as requested by the Team Leader Competence, experience, skills, knowledge needed
• Master degree in Peacebuilding and conflict resolution, development studies, international relations, or similar fields • Minimum of 5 years working experience in development aid • Proven strong project management skills and knowledge about the Project Cycle Management • Ability to work independently • High analytical and solution oriented thinking • Ability to work in a high risk security area • Relevant experience in fragile context in management level • Strong knowledge of the local context of South West state, preferably Marka • Good knowledge of Somalia is an asset • Leadership and teamwork skills • Proficiency in English (oral and written)
