GENERAL CONTEXT OF THE MISSION
The overthrow of longtime leader Muamar Gadhafi has left Libya in a state of turmoil. Since 2011, continued conflict in many parts of the country and political instability have resulted in a vacuum of effective governance and caused significant collapse in the country’s political-institutional system. Security, rule of law and social and economic well-being of the Libyan population have all been severely affected.
According to several assessments conducted by INGOs in 2016 – 17 the healthcare system in Libya is one of the hardest hit, having deteriorated to the point of collapse. Ongoing challenges include increased rates of chronic illness, disability and access to essential services such as medicine and rehabilitation. Hospitals struggle to absorb the number of patients and to cope with lack of resources, including a shortage of staff and essential medicines and supplies. According to the World Health Organization, around 1.3 million people have no access to life-saving health care services.
The identification of the most vulnerable individuals and the rapid response to essential needs is a priority for the humanitarian community working throughout Libya. In addition, the number of victims as a result of Conventional Weapons (CW) and Improvised Explosive Devices (IEDs) continues to grow. In contaminated areas, local populations, internally displaced persons and returning populations are all at risk of death and injury.
The political conflict and humanitarian crisis in Libya is likely to continue well into 2018. In parallel, the economic and political crisis is hampering the delivery of primarily medical and socio-economic services, complicating access and increasing the vulnerability of the general population, in particular of persons with disabilities.
WORKING ENVIRONMENT
Since 2014, HI’s Libya mission is managed remotely from neighboring Tunisia, where all international staff is currently based. Monitoring of the context evolution is constant amongst NGOs and UN agencies and coordinated deployment of international staff could be expected in 2018.
As a result of the conflict and political crisis, the collapse of the health services . HI is currently implementing a humanitarian programme from operational bases in Tripoli and Misrata with the following activities:
• Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for persons with disabilities/injuries, distribution of assistive devices as required;
• Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners
• Training on inclusion principles to other humanitarian actors and health workers
•Provision of Risk Education to conflict affected communities on the risks and effects caused by mines and explosive remnants of war;
• Support to the Libyan Mine Action Centre (LibMAC) and other ministries in developing a victim assistance strategy and action plan for 2018.
DESCRIPTION OF THE POSITION
1) Rehabilitation Technical Support
• Provide technical theoretical and practical training of trainer and to external partners if necessary.
• Support the mission to review and adapt IEC materials used in the project.
• Design and provide theoretical and practical training to HI and partners physiotherapists on early rehabilitation, comprehensive approach (Integrated Physical Rehabilitation and Psychosocial Support), basic level wheelchair service training package and review of criteria prioritization for the beneficiaries.
• Support the Projects Coordinator in identifying learning needs of technical field staff and designing and implementing appropriate trainings to address these needs, including design of training materials as required.
• Ensure the safety and technical quality of interventions implemented by the Rehabilitation team through case studies.
• Identify technical resources to address the common cases faced by the HI staff and partners in Libya.
• Provide technical recommendations on rehabilitation for the mission based on observations and discussions with the field teams.
2) Support to the program strategy
• Conduct assessments and analyse rehabilitation and existing physical and functional related resources (facilities, HR, level of education, equipment etc.) and needs in order to define the strategy together with the Operations Coordinator, with the inputs of the Project Managers and Deputy Project Managers, other Technical Coordinators and field teams
• Ensure the technical relevance and quality of HI intervention related to the field of expertise
• Ensure delimitation of the emergency rehabilitation intervention
• Ensure the implementation of the comprehensive approach and coordination with the psychosocial staff
• Ensure coordination and coherence of our intervention amongst local and international actors, avoiding duplication and promoting complementarities
• Participate in rehabilitation needs assessments for new projects to be developed/adaptation of the existing projects
3) Representation and external coordination
4) Communication:
• Facilitate and model strong communication channels with project managers and physiotherapists based in Libya.
• Ensure strong communication with the Project Managers to coordinate and communicate with the MHPSS Technical Coordinator, ensuring a comprehensive service.
• Reinforce strong collaboration between the Psychosocial Support and Physical Rehabilitation components of the project in collaboration with Mental Health /Psychosocial Support Technical Coordinator.
• Establish and facilitate regular technical follow up and case discussions to be implemented by the team through the project.
• Ensure regular contact and technical exchange with Specific needs technical referent in HQ and MHPSS TC.
5) Reporting
PROFILE SOUGHT
Experience:
• Physiotherapist – minimum 4 years’ experience
• Experience in the humanitarian field is required
• Experience in providing physiotherapy/physical rehabilitation background required
• Experience designing and delivering training and implementing capacity building plans
• Experience working in MENA region is an asset
Skills:
• Training, teaching and coaching skills
• Good analysis and writing skills
• English mandatory (oral and written); Arabic is an asset
