Purpose of the Consultancy
The purpose of this consultancy is to provide support to Caritas Development in Niger (CADEV), the development and emergency arm of the Catholic Church in Niger, to strengthen their ability to prepare for, influence and implement quality humanitarian programmes. This role will support the Enhancing National Capacities for Emergencies (ENHANCE) programme in Niger which is funded by Caritas Denmark through the Danish Ministry of Foreign Affairs Humanitarian Innovation.
The Niger Humanitarian Capacity Strengthening Consultant will support CADEV to prioritise and coordinate their capacity strengthening work with CAFOD and other Caritas Internationalis member organisations. They will provide ongoing mentoring, advice and technical support to CADEV. They will design and facilitate participatory trainings and source specialist technical support as required. They will collaborate with Caritas members and other key stakeholders. They will ensure that the project meets the donor’s strategic and compliance requirements. This will include supporting CADEV to adopt innovative approaches to capacity strengthening and learn from these.
The Consultant will be based either remotely in their home location with frequent travel to Niger or in CAFOD’s office in Niamey. When in Niger they will work closely with CADEV in Niamey, they will travel frequently within the country.
Objectives
Provide Capacity Strengthening Support to Partners
Support CADEV to improve their emergency preparedness and response through strengthening their network of community volunteers and ability to advocate and fundraise for humanitarian interventions. This will include supporting CADEV to:
In the event of an emergency; provide national and field level operational support and accompaniment to CADEV.
Ensure the Project is implemented in-line with the goal, timeframe, budget and donor needs
Collaborate with Key Stakeholders
This terms of reference is by no means exhaustive and the consultant may be requested to undertake other relevant and appropriate tasks as required. This terms of reference is subject to regular review and appropriate modification.
Management
The Consultant will report to the CAFOD Country Representative in Niger and the Humanitarian Capacity Strengthening Manager based in London.
The consultant will be required to sign CAFOD’s Code of Conduct and follow CAFOD’s Niger Security Plan.
