The objective of this consultancy is to generate sustainable rural income through the promotion of small and medium commercial tree plantations, as well to restore priority degraded areas. To achieve these targets, the Scheme will combine performance-based grants and technical assistance to small and medium landholders, as well as inputs to communities. Expected results in 39 months include the establishment of a minimum of 3,000 hectares of sustainable, multipurpose plantations and the restoration of an additional minimum of 500 hectares of degraded land, with a minimum of 100 contracted beneficiaries. The primary objective of this consultancy is to provide technical support to kick-start the implementation of the Mozambique Planted Forests Grant Scheme (key operational features of the scheme are described in section 2). The Scheme’s implementation will be led by a service provider whose recruitment is ongoing and whose work is expected to start in January 2019. However, to ensure the planting season of 2018/2019 is fully harnessed, the consultant will be recruited chiefly to support:
The consultant shall have at least 10 years’ experience in the implementation of similar and a successful track record in the implementation of complex small and medium plantation development projects. Demonstrated experience in the development of forest management and business plans for commercial plantation development, preferably for small and medium sized plantations. Willingness to spend significant time doing fieldwork in often remote locations is required. Previous experience in Mozambique or the region will be an advantage. Knowledge of Portuguese will be an advantage.
The National Sustainable Development Fund invites interested and eligible consultants to submit Expression of Interest to provide the above services. The Consultant will be selected in accordance to the World Bank procedures defined in the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” (edition of January 2011, revised in July 2014) and the selection method is: Individual Selection (IC). The contract is expected to have duration of 06 months.
