OVERVIEW OF THE POSITION
In recognition of recent political and security developments in Libya and related opportunities to enhance stability in Tripoli and avert the further erosion of institutional capacities, and against the backdrop of the UN Secretary-General’s decision to move ahead with relocating the United Nations into Libya, the Government of National Accord (GNA) has requested assistance from our clients to efforts of the Ministry of Interior, Libyan police and criminal justice institutions to advance security and the rule of law in Libya’s capital. Based on detailed assessments of the current context and capabilities, and in consultation with Libyan stakeholders, priority areas have been identified for programmatic engagement as follows:
1. Structure, roles and resourcing of local police and criminal justice institutions clarified and prioritised according to identified needs in Tripoli.
2. Effectiveness of law enforcement and prison service delivery in Tripoli improved through provision of training and technical and material assistance.
3. Ministry of Interior enabled to better assess and provide feasible demobilisation options for members of armed formations.
4. Ministry of Interior provided with capacity development and organisational assistance.In line with UN commitment to integrated assistance, and with support from the Global Focal Point arrangement for Police, Justice and Corrections, our clients are rolling out a 2-year ‘Policing & Security Joint Programme’ (1 October 2017 – 30 September 2019), which will maximise the capabilities of the UN system in support of the GNA’s agenda in these critical areas. This joint programme is fully aligned with our client’s Security Council mandate and the UN Strategic Framework, and leverages our client’s operational deployment and footprint inside all Libya as a programmatic entity of the UN Country Team.
GENERAL FUNCTIONS
Role objective:
In order to realize the objectives of the programme, our client seeks a national vital installation expert to support Libyan authorities with conducting an assessment for vital installation such as judicial complexes, prisons, detention cells.
Vital Installations security has over the years assumed importance in Libya. Due to the modern trends in crime and changes in types of operations of criminals and anti-national groups have led security institutions to revise old strategies and develop new ones to combat the threats posed by such groups. Terrorism has added a new dimension to security and in the recent past attacks by terrorists on vital installations have caused considerable loss to life and property. This will lead to institutions investing considerable money, manpower, systems and machines into their plans for securing their vital installations.
The new security arrangements in Tripoli emphasized on the security of the vital installation particularly the state institutions include rule of law institutions.
Expected output:
The overall responsibility of the national expert is to support the Libyan Ministry of Interior and Ministry of Justice to conduct an assessment for vital installation such as detention cells at the police stations, judicial complexes, prisons.
The national expert will perform the following tasks:
Day to day oversight and supervision of the National consultant will be carried out by the Joint Programme Manager. The National consultant will submit monthly progress reports with detailed timesheets, with completion of the security assessment and discreet assignments to the Joint Programme Manager.
Deliverables and Payment

ESSENTIAL EXPERIENCE
Education:
§ Bachelor’s degree in Bachelor’s degree or equivalent in security/military or police, law, international relations or a related field.
Work experience:
§ Minimum of 17 years of demonstrable relevant Security experience.
Geographical experience:
§ Minimum of 17 years of experience in Africa (essential).
Languages:
§ Fluency in Arabic (essential) and English (desirable).

Duration of the Work
The initial contract will be for a total of 24 working days, spread over a period of 2 months (from 25 October 2018 – 25 Dec 2018). The consultant is anticipated to be home based in Tripoli Libya and produce all deliverables from that location.
