For its Education Programme, Trocaire supports 13 primary schools and a TVET centre in the Luuq, Dollow and Belet Hawa districts of Gedo. In the primary sector 4500 (50.2% girls) pupils between the age of 5-17 years are supported in the provision of teacher incentive to 78 teachers, scholastic materials, construction and rehabilitation of classrooms, latrines and water storage facilities, capacity building training for teachers and community education committee (CEC) and community awareness raising on importance of education and cultural aspects hindering access to education like early marriage, female genital mutilation (FGM), corporal punishment and child labour.
Trócaire’s work is best understood as taking a long-term developmental approach in a complex emergency, creating the conditions for recovery through linking relief with development. Trócaire implements its programme in partnership with the Ministries of Health and Education within the Jubaland Interim Administration (JIA) and the Somali Federal Government (SFG). Trócaire’s programmes are operationalised through the community.
1. PURPOSE OF THE CONSULTANCY
Trocaire Somalia is currently running two major Education projects, Kindermissionwerk and Caritas France, aimed at strengthening the education systems in Gedo. Trocaire works towards 1.) Increasing access to basic primary education for vulnerable children and especially girls in Gedo region of Somalia 2.) Improving quality of education provided in schools in Gedo region of Somalia and; 3.) Strengthening local education systems and structures at district and community level to provide oversight of the education system in Gedo region of Somalia. Trocaire Somalia works with over 100 teachers in 13 schools through provision of incentives, provision of learning materials and periodic monitoring to ensure adherence to the curriculum. Through this projects, Trocaire also aims to strengthen pedagogical skills of the teachers to enhance their teaching skills ensuring that they are well equipped to meet the changing needs of students and schools. It is envisaged that through the trainings, teachers will be given the opportunity to develop effective leadership and student support skills and to embrace new technologies relevant to education and training. It is on this premise that Trocaire seeks to engage a short term consultant to enhance teacher skills in Trocaire supported schools.
The consultancy will look to ensuring that teachers:
i. Acquire skills in general education and as per the Somali national curriculum, prepare students for work and for community responsibility
ii. Gain expertise in the art and science of teaching including the use of modern pedagogy relevant to 21st century learning
iii. Be proficient in the on-going evaluation of student achievements, including assessing and reporting learning outcomes;
iv. Apply creative and effective ways of managing classrooms and other teaching/learning settings
v. Contribute to students’ holistic development in the best possible ways.
vi. Articulate and adhere to the ethical and professional standards of teaching in schools
2. SCOPE OF THE WORK
This assignment, with support from the Education Coordinator, will constitute rapid assessments, training sessions with teachers, practical sessions and development of organization manuals. As part of the professional development agenda, the consultancy will:
i. With the support of the Trocaire Education Coordinator, quickly embark on teacher capacity assessment and general learning environment in the region, to bench mark and guide on the practical training for teachers.
ii. Draw and share for validation and adoption by Trocaire, a well-made training module for the teachers as per the rapid assessment done on the existing teacher capacity and school environment.
iii. Conduct a basic teacher training programme which should include a minimum of 15 hours of face to face training in each module (excluding examination time).
iv. Include at least five practical lessons (per teacher) observed by Trocaire approved educational experts for the purpose of coaching as they practice the new knowledge and skills acquired.
3. DURATION OF ASSIGNMENT
The teacher trainer will be expected to work in the months of November and December 2018. The tentative schedule is as indicated below:
