JOB SUMMARY
Under the overall supervision of the TVET Manager, the incumbent will be responsible for a) liaising with Program stakeholders in the implementation of project activities in Jubaland; b) Contributing to their planning, implementation, and administrative follow up and c) contributing to their monitoring, evaluation and reporting.
The Senior Project officer is responsible for day-to-day implementation of program activities at the field level. He/she will be responsible for the coordination of the TVET project implementation calendar in collaboration with the project officers at the project sites. He/she will provide technical leadership in enhancing community buy in, clarification of project parameter rationale, beneficiary selection, and verification.
ROLES & RESPONSIBILITIES
Result Area 1 – Project Development and Implementation (50% of time)**
A) Liaise with Project stakeholders and partners by:
ü Maintaining regular contact and facilitating communication and coordination with concerned ministries and governmental departments, UN agencies, non‐government organizations and other stakeholders
ü Liaising and coordinate with all stakeholders to obtain maximum benefit and efficient use of resources in the implementation of project activities and avoid duplication of efforts
ü Monitoring all TVET related initiatives in Jubaland providing regular updates on them
ü Representing CARE in relevant meetings and coordination groups with national and international stakeholders.
ü Work closely with host trainers providing support where necessary to ensure the delivery of quality and relevant skills training for target groups
ü Providing technical support to CARE and implementing partners working with the project on the implementation of project activities
ü Ensuring follow‐up of the implementation of the consultants contracts including the follow‐up on payments.
ü To fulfill any additional assignments as deemed necessary by the organization
ü Conduct regular visits to project activities to monitor progress and evaluate results and impact against project work plans and indicators and suggesting updates of the project log frame
ü Provide technical support on monitoring project activities in particular in the development, implementation and progress tracking of the project action plan and annual work plans
ü Provide appropriate and facilitative administrative follow‐up actions to ensure effective application of monitoring and reporting tools
ü Support the effective implementation of the project baseline survey, mid-year review, end evaluation and other studies at the field level
ü Ensure provision of supervisory support of the project staff in the region.
ü Implement CARE’s performance management system with all direct supervisors, and
ü Identify development opportunities for staff, and implement a training plan to respond to those needs
ü Ensure adherence to the budgetary, logistical, human resource and other administrative issues of his/her base in collaboration with the administrator/Area Manager
ü Ensure a good flow of information and good communication between field and the sub office
ü Submit regular reports to the TVET manager for review
ü Submit monthly updates /quarterly and annual reports to the TVET Manager
ü Maintain project visibility as required by the donor at all times
ü In the absence of the Area Manager, represent CARE to all authorities at the local level

CONTACTS/KEY RELATIONSHIPS/COLLABORATION
The Senior Program Officer will be answerable to the TVET Manager and close coordination will also be required with:
· The Kismayu Office Manager and other CARE staff.
· Private sector business development with specific focus on Energy and Roads service providers in order to explore business and linkage opportunities for the program target group; and,
· Local and central government to enhance involvement and sustainability.
Authority
The SPO shall report to the TVET manager.
WORKING CONDITIONS The position is based in Kismayu, but a significant amount of time (20%) is expected to be spent with partners and participating in other CARE Somalia country office initiatives
