Role profile
Reporting to the Deputy Country Director – Operations and a member of the Senior Management Team, the overall purpose of the position is to contribute to the attainment of the overall Country Office’s strategic business and objectives through effective leadership and management of the HR function in the Country Office.
The role will lead the overall HR function for CARE Somalia, developing HR Services from an operational and strategic perspective. The incumbent will co-ordinate HR operations in Somalia, ensuring that the HR function is aligned to CARE Somalia business and deliver sound and cost effective people management practices through continuous improvement and prioritization. The position holder will provide practical, consistent, and proactive support, direction and advice to the SMT, People Managers and all staff on HR policies, systems procedures and best practices.
II. ROLES AND RESPONSIBILITIES:
1. Strategy delivery:
· Be the lead in Conceptualizing, designing and implementing the people strategy to meet the Country Office programmatic needs.
· Support staff and line managers with change management while facilitating necessary employee support program as well as legal considerations;
· Develop the HR Budget for proposals and awards and monitor spending to ensure budget compliance.
· Develop/ Update HR policies, programs and systems to support the achievement of the country office’s goals.
· Oversee standardized HR processes throughout the country office, assist in the development of localized procedures as required
· Ensure CO HR policies and practices are aligned within the broader framework of CARE HQ and regional policies.
· Champion Gender Equity and Diversity initiative and staff wellness programs in the country office.
· Champion Prevention of Harassment, Sexual Exploitation and Abuse (PHSEA) in the country office.
2. HR Management:
· Ensure efficient recruitment and staffing to meet programmatic and operations needs of the country office.
· Ensure effective on boarding, induction and orientation of the staff.
· Ensure staff exits are appropriate managed,
· Provide advisory support to line managers and Senior Management Team (SMT) on all HR aspects as required
· Develop best practices in HR management,
· Providing direction in the annual HR planning process and prioritize activities for the HR department including staffing and organization, reward management, Country Office structure, staff contracting and exit processes.
· Advise the country office leadership on HR needs and surpluses and the required action.
3. Staff Development:
· Supervise the implementation of staff development and ensure talent development and management.
· Advise on staff training needs and support the implementation of both formal and non- formal staff training programs
4. HR policies, procedures and reporting:
· Formulate, maintain and update human resource management policies for CARE Somalia and ensure standardized HR processes are implemented across CARE Somalia offices and assist in the development of localized procedures as required.
· Ensure that all contracts i.e. employment, insurance and consultancy, adequately comply with CARE policy, international laws, local laws and donor requirements.
· Track Audit reports, lead the HR team in developing action points and follow up the implementation of the audit actions points related to HR aspects.
5. Benefits and performance management
· Support the implementation of robust performance management systems in the country office to achieve program quality and operational efficiency.
· Ensuring an appropriate compensation and benefits package liked to performance management.
· Oversee recruitment, salary and benefits administration issues to ensure that relevant policies are being adhered to.
· Prepare HR key performance indicators in order to develop an informed and accountable HR management. Monitor the same through periodic reporting.
· Monitor the CO performance management system, proposing to the SMT actions required relating to performance management.
· Support to create and maintain enabling working environment and promote staff wellness.
III. AUTHORITY:
· Sign correspondences regarding human resources and management matters as per defined signing authority.
· Review and approve Payrolls
· Supervision: Assistant HR Manager and Senior HR Officers

V. WORKING CONDITIONS:
· Based in Somalia with willingness to spend significant time in field offices
VI. QUALIFICATIONS:
Education and experience
· Master’s Degree in Human Resources Management/ Organizational Behavior/ or related field.
· Five years proven experience in a HR senior position, including high performance in the full range of human resource management activities (recruitment and selection, performance management, development, talent management, reward, employee relations, GED etc.)
Knowledge, Skills and Competencies:
· Substantial knowledge of Somalia employment law
· Ability to influence and persuade decisions at senior management level
· Knowledge and understanding of HR issues related to GED (Gender, Equality and Diversity)
· Capacity to relate and work effectively across culture, more specifically the appreciation of the Somali culture.
· Strong commitment to CARE’s values with reasonable judgment to take independent decisions as well as understanding when to escalate.
· Ability to motivate and inspire teams to achieve results.
· Ability to position HR strategically within the Country Office.
· Excellent interpersonal skills with the ability to build strong relationships and networks quickly at every level within the Country Office and externally.
