Overview:
Perform a mid-term performance evaluation to assess the relevance and effectiveness of activities implemented under USAID’s Selective Integrated Reading Activity (SIRA) Project. The mid-term evaluation of SIRA will investigate questions in three broad categories: 1) implementation progress, 2) project management, 3) lessons learned and the sustainability of results. Note that the questions below are illustrative and will need to be further developed in collaboration with USAID prior to the finalization of the evaluation design. Field work for this evaluation is expected to be conducted in June or July of 2019. This position is contingent upon award by USAID/Mali.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
Preferred Knowledge, Skills and Abilities:
Minimum Requirements:
Education: Master’s degree or higher in education, sociology, international development, information management, monitoring and evaluation, or a related field.
Supervisory Responsibilities: This position has supervisory responsibilities.
Travel: Travel to and around Mali is required and may include travel to fragile or conflict prone zones.
