Overall objective of the assignment
To develop guidelines / procedures (Member states and NBI) for investment project identification, preparation, fund mobilization and implementation through country programming.
Scope of work:
Task 1: Diagnostic analysis of NBI’s investment project processes
a. Review and further improve investment project metadata (searchable excel database); the consultant shall review investment project metadata prepared by NBI, collect further information as needed, and update the metadata. Suggested key parameters among others that need to be included in the metadata include (consultant to refine and add other parameters):
b. Develop typology of projects (such as by sector, size, etc) for ease of analysis and drawing meaningful conclusion; the consultant is not required to analyze each project.
c. Analyze and document NBI Experiences in facilitating identification, preparation and or implementation of regional investment projects referring to practical cases (Regional Rusumo Falls Hydroelectric Project, LEAF I and II Projects, the Interconnections of the NEL Electric Grids Project, Watershed, LVEMP, Muvumba, Gogo Falls, etc); Consulting with relevant key stakeholders relevant for the projects being analyzed in selected countries. These include NBI staff and former NBI project staff, Nile TAC, Nile COM, project focal persons, Desk Officers etc‐list will be compiled together with NBI staff). The following parameters (consultant will add more)will be analyzed:
d. Review/diagnostic study on the major challenges financing implementation of NBI prepared projects along key parameters, such as scale (physical size, benefits, size of finance; likely impacts downstream), time required for preparation and implementation of projects, and benefit sharing arrangements. In addition, the consultant will capture lessons around enabling environment, for project identification, preparation and implementation, implementation‐readiness of the project including movement of people across borders as well as political barriers to project development and implementation. The analysis shall include all categories of investment projects: those that have moved into implementation, those prepared and ready for implementation and those identified and are still under preparation and capture lessons around enabling environment,
e. Prepare and submit a diagnostic analysis report that documents the key findings of the analysis. The diagnostic analysis shall include NBI investment project portfolio, describe key challenges/factors and success factors (if any) for accelerated implementation (or lack thereof) of the projects prepared.
Task 2: Review, analyze and draw lessons from international/Africa – wide experiences
a) Experiences of other river basins, RECs and other relevant regional institutions, in accessing funds for transboundary investment projects through country programming. Examples of other regional/international institutions include: Program for Infrastructure Development in Africa (PIDA), Senegal River Basin Authority, Niger Basin Authority; SADC (selected river basins), Lake Victoria basin Commission, IGAD.
Task 3: Prepare recommendations for advancing NBI investment projects
a. Prepare recommendation/suggestions for improvement on how NBI does business in reference to its mandate and actual programming.
b. Report on recommendations
Task 4: Preparation of guideline
1. Participate in and facilitate regional consultation workshop with NBI stakeholders. The primary objective of the workshop is to present findings of the diagnostic analysis report and lessons from others basins. The workshop shall also be used to consult with stakeholders on proposed approaches for mainstreaming transboundary investments in national programs.
2. Develop practical guidelines/procedures for improving mainstreaming regional/transboundary projects into country programming by considering the following:
a) A process guiding on how countries and NBI identify and prepare transboundary projects including the fund mobilization and implementation stages. Guidelines should include involvement of relevant sectors at national level, timelines for engaging with country sector planning, international finance institutions, involvement of private sector for potentially attractive projects
b) Develop screening tool/criteria for all projects qualification at regional/transboundary level and strategies on operationalization of the tool.
