The Role
Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The PHE Team Leader will provide technical WASH capacity to Oxfam’s Somalia humanitarian programme in with special focus on Water Management Systems, Desalination, Deep Well Technology, Host Community and Pastoralist Community Assistance
Job Purpose
To support the development and implementation of Oxfam WASH programme in Burco, Somaliland/Somalia. Working as part of multi–sectoral team lead and manage the PHE component in a designated area of Oxfam’s Water, Sanitation and Hygiene Promotion (WASH) in areas affected by droughts, with special focus on rehabilitation/expansion of existing water sources, development of new water sources, proper management of desalination units, construction of latrines for Host and IDP communities in Somaliland. Build technical capacities of Oxfam and partner PHE team, to enable to deliver the WASH response independently ensuring participation and community engagement.
Key Responsibilities and Accountabilities
· In collaboration with PHP Senior officer, jointly assess WASH immediate needs in area where there is emerging need in areas where Oxfam has no presence on the ground or areas where Oxfam is present but has no capacity to assess.
· Lead technical assessment and provide assessment reports with key recommendations and intervention design (workplan, requisitions, logistics and budget forecasting etc) in coordination with Programme Manager and WASH Coordinator.
· Adapt approaches for implementing technical choices according to local market technical capacities and targeted communities, and in line with Oxfam team and partners’ capacities. This will take into consideration the humanitarian context and include from the beginning a planned exit strategy.
· Oversee partner implementation of WASH work and build partner capacity. Strong focus on providing technical support and guidance to national NGO.
· Liaise and coordinate with Oxfam security team to ensure security risks being considered and mitigation plan is clearly communicated with all team members and partners.
· Matrix manage the PHE team (PHE Officers & PHE Assistants). Manage staff supporting to the position and objectively manage performance and conduct appraisal and build the capacity of the team by guiding, coaching, delegating and providing on-the-job trainings.
· Contribute to the development of innovative WASH ideas and solutions.
· Participate and/or where appropriate lead market survey for water provision, fuel subsidy, private water traders, water trucking, Cash for water or any market based water services.
· Select, design, BoQ/Budget and implement the most appropriate form water supply, sanitation and hygiene promotion, in consultation with the beneficiaries, partners, local staff, NGO community and local authorities.
· Prepare contract/MoU following donor and Oxfam procurement and financial procedures.
· Supervise and manage contract/MoU ensuring quality of work as per design specification.
· Report regularly, verbally and in writing to the Programme Manager and WASH Coordinator on the progress of implementation and challenges encountered against targets set, highlighting constraints and proposed solutions to resolve the issues. Ensure key reporting formats and database are up to date and accurate at all times.
· Participate in PHE team briefing/debriefing, weekly PHE/PHP joint meeting and represent in monthly programme meetings. Ensures that all meetings and briefings are productive & action oriented.
· Represent Oxfam at the various coordination meetings at camp, LGA and state levels ensuring compatibility with overall commitments and policy/programme priorities in public health.
· Ensure that effective monitoring and evaluation techniques are established for each project intervention.
· Ensure that the quality of Oxfam’s work (including partners) is of a high standard, and to facilitate the exchange of WASH ideas between the various sites and with the WASH Coordinator.
· Support the WASH Coordinator and Programme Managers with the narration of the WASH strategy, programme proposals and concise assessment and or donor reports.
· Ensuring that all project implemented in a consultative, participative and gender sensitive ways
· Any task reasonably assigned to you by your line manager or designated person.
Technical Skills, Experience & Knowledge
Essential
· Technical background in Civil, structural, hydraulic engineering and other technically related fields Experience can substitute qualifications, but not vice versa.
· Minimum of 4 years of practical experience in developing countries in Water, Hygiene and Sanitation Emergency programmes (at least 2 years of it in a humanitarian context).
· Experience of designing and managing construction contracts.
· Experience with borehole drilling and rehabilitation desirable.
· Ability to work effectively under stress in emergency situations, in a leadership role. Experience of having led or coordinated inter-agency initiatives would be an advantage.
· Ability to work in a participative way with communities; strong capacity building / training skills.
· Strong assessment, analytical and planning skills.
· Experience of task managing and performance management of small teams and of budget tracking.
· Experience of varied approaches to capacity building.
· Good communication and interpersonal skills. Sensitivity to cultural differences and the ability to work in a variety of cultural contexts and communicate with a diverse range of people.
· Sound understanding of the importance of gender and participation in programme implementation; sensitive to the needs of displaced and disadvantaged populations.
· Ability to present concise and clear reports within short notice addressing needs/problems and related solutions/recommendations and willingness to share information.
· Commitment to Oxfam’s mandate and objectives Oxfam and able to represent Oxfam.
