Opportunity

Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions. This position is based in Beira, Mozambique.

The Chief of Party is responsible for the overall planning, implementation, monitoring, and management of the performance of the contract and for the vision, strategic direction, and management of the project to achieve the objectives and expected outcomes of the project.

Key Roles and Responsibilities

• Provides strategic direction and technical leadership to produce project results; responsible for overall performance, achievement of USAID and PEPFAR targets, and compliance with contract terms
• Lead’s the project’s Senior Management Team, composed of a deputy chief of party, technical director, and strategic information director
• Provide overall technical leadership to 200 or more geographically-disbursed staff to ensure achievement of annual work plan and targets, and that activities are aligned with the latest best practices and government guidelines, well adapted to the context of each district and facility, and implemented with fidelity
• Serves as the project’s key liaison with USAID, government counterparts, and local partners/stakeholders
• Serves as primary contact with Abt headquarters team; regularly informs headquarters team of project progress, achievements, challenges, and strategies
• Provides leadership and technical support to project subcontractors and grantees
• Collaboratively create and implement a strategic, long-term programmatic vision
• Monitors the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high quality work and internal control
• Direct the activities of the Security Focal Points and will collaborate with the Global Security Office in the implementation and application of the Global Security Policy

Preferred Skills / Prerequisites

• Minimum of a Master’s Degree in Public Health, Nursing, or related field
• A degree in Medicine or a Doctoral Degree in a related field is preferred
• Minimum of 15 years of experience working in the health sector and a track record of measurable success, managing high-paced, large, and challenging programs
• Experience managing large, donor-funded HIV service delivery projects in sub-Saharan Africa required
• Extensive knowledge of cutting edge innovations, strategies, and approaches for HIV testing, treatment, and viral load monitoring
• Extensive experience working in Mozambique preferred
• Experience managing a USAID, PEPFAR or other US government funded program is highly desirable
• Demonstrated understanding of monitoring and evaluation of PEPFAR-funded programs
• Demonstrated experience managing relationships with clients and senior government officials
• Demonstrated ability to lead, guide, and supervise teams of similar size with a similar scope of work
• Strong oral and written communication skills in Portuguese and English is required
