Palladium is seeking a Technical Assistance Lead for an exciting upcoming DFID funded programme in Rwanda. The IAG-R programme will work to enable adolescent girls to have the capabilities for a safe, healthy, educated and empowered transition to adulthood. The programme also aims to support the Government of Rwanda strengthen the policy framework and its systems to operationalise and implement its focus on investing in youth. The TA lead will be handing over to the Team leader at the end of year two.
The Programme will be delivered through three components:
* Delivering out-of-school life skills lessons to 11-year-old adolescent girls and boys. using a curriculum which covers basic health, nutrition and hygiene behaviours, sexual health and family planning, puberty, gender and violence, economic opportunities and savings
* Providing technical assistance to the Government of Rwanda through managing a Technical Assistance (TA) facility to build expertise, support implementing partners and increase capacity to oversee and co-ordinate the programme at national and local level.
* Monitoring, evaluation and learning to ensure programme effectiveness and contribute to building the evidence base on what works for adolescent girls.
* Embedded in Ministry of Gender, potentially reporting to Team Lead and GoR permanent secretary (PS)
* Oversight of development and implementation of institutional capacity development plan of MIGEPROF
* Responding to capacity development needs of MIGEPROF (i.e. commissioning experts to undertake functional review, oversee capacity development of plan and put in place resources to implement)
* Engagement with other key government stakeholders to ensure effective programme coordination and delivery e.g. Ministry of Health (MoH), Ministry of Education (MINEDUC), Ministry of Local Governments (MINALOC), Ministry of Youth (MoY)
* Facilitating Palladium IAG-R relationship with relevant bodies to enable MIGEPROF to take leadership in implementation of the programme
* Responsible for policy revisions and policy recommendation to strengthen MIGEPROF’s policies and policy implementation
* Credibility with the Government of Rwanda and MIGEPROF
* Substantial experience and expertise in capacity building and development
* Experience providing technical inputs to governance and policy development programmes
* Previous experience working on a large donor funded programmes with clients such as DFID, DFAT or USAID
* Ability to communicate effectively and negotiate persuasively with high level decision makers
* Prior experience of senior level stakeholder engagement
* Excellent written English essential and ability to speak Kinyarwanda or French
