Objective
TMEA, in collaboration with key Ministries, Departments and Agencies, is seeking for services of a competent individual consultant to inform the design, development, coordination and implementation of a project that will address SPS challenges related to Plant Health and Food Safety in Uganda.
Deliverables
The consultant shall:
a) Conduct a preliminary study which assesses the key SPS challenges affecting Uganda’s exports which will inform the design of the project
b) Prioritise key sub-sectors or stages along the value chain in the plant health, fish health and animal health for interventions for the government agencies and private sector
c) Develop an inception report
d) Draft Report of the study
e) Present the study to a stakeholder workshop to validate the findings
f) Design a project proposal to address the identified challenges with clear priority interventions linked to
access to markets
g) Develop a costed work plan, results framework and monitoring plan for the project
h) Provide project coordination support during project implementation and ensure expected results are achieved
i) Review other donor-supported SPS projects in Uganda, ensuring complementarity with the TMEA- supported project and minimizing potential duplication
j) Submit periodic project implementation reports
Methodology
The consultancy will involve desk research to review the legal and regulatory environment with respect to SPS measures in Uganda and conducting interviews with stakeholders in the public and private sector. It will also involve reviewing the relevant agencies’ Quality Infrastructure to determine their capacity to enforce SPS measures to facilitate safe trade in plants, animals and animal products, and fish and fish products. Interviews and reviews of the systems rolled out by key economic actors in the private sector will also be carried out. Ultimately, the consultancy will lead to the design and coordinating the implementation of an SPS programme that will promote compliance and competitiveness of Uganda’s agricultural exports to both regional and international markets.
The Consultant will be responsible for coordinating the day-to-day implementation of the programme, in collaboration with Implementing Partners and other relevant institutions such as the Ministry of Agriculture, Animal Industry and Fisheries, the Uganda National Bureau of Standards, and the Ministry of Trade, Industry and Cooperatives, exporters associations among others.
Qualifications
a) Bsc Agriculture, Msc Technology of Crop Protection, Animal Health and/or other relevant undergraduate and post graduate qualifications.
b) At least 10 years’ experience, at high policy level, in policy initiation, design and implementation of plant health and food safety.
c) At least 10 years of demonstrated experience in SPS matters, at national, regional and international levels.
d) Capacity to manage a multi-sector SPS project and experience of working with MDAs in Uganda and EAC will be an added advantage.
e) Project management skills with the ability to prepare high quality project reports. A Professional qualification in Project Management will be an added advantage.
f) Excellent written and oral communication skills
