Job Purpose: Concern Worldwide has recently been selected as Consortium Lead for a 3-year programme DIZA “Programme de Développement Inclusif des Zones d’Accueil au Tchad”, whose overall objective is to improve the living conditions and the resilience of the local population, including refugees and returnees to the areas in Eastern Chad (Ouaddai, Sila, Salamat Provinces). The specific objectives of the programme are: (i) Supporting access to basic services and social protection mechanisms for all populations (indigenous, returnees and refugees); (ii) Strengthening the creation of economic opportunities in target communities; (iii) Strengthening local coordination mechanisms (accountability and governance) between communities, technical services and stakeholders.
The DIZA Programme Manager will be based in GozBeida, and will be responsible for supporting the partner – APLFT (Association pour la Promotion des Libertés Fondamentales au Tchad), directly responsible for the implementation of DIZA activities within the Sila province. The partnership is governed by the Governance and Sub-Grant agreements existing between all Consortium members. S/He will be required to provide technical assistance to the partner and engage with other key stakeholders in the programme to ensure the delivery of the results as outlined in the proposals, high quality outcomes and compliance with the EU requirements.
S/he will enhance partners’ technical skills of key partner staff drawing as needed from other Concern programme team and in close collaboration with the Area Coordinator. Under the responsibility of the Area Coordinator, the DIZA Programme Manager will manage a Programme Assistant and work closely with the APLFT Coordinator and other staff in a technical support capacity. S/He will work as necessary under the guidance of the Area Coordinator and the Director of Programmes, with the DIZA Consortium Coordination staff to ensure quality programming and adequate information sharing on DIZA programme activities.
The DIZA Programme Manager will closely liaise with the Base Manager in Goz Beida in aspects related to Logistics and Security Management and other support functions.
