1. Background
The Federal Republic of Somalia has received financing from The World Bank through the Ministry of Finance (MoF) toward the cost of: (i) the Domestic Revenue Mobilization and Public Financial Management Capacity Strengthening Project (PFMCSP); and (ii) the Second Recurrent Cost & Reform Financing Project (RCRFP II). The projects focus on institutional reform and core systems strengthening.
The overall reform objective of the Government is to improve the efficiency and effectiveness of public financial management processes and systems in order to provide timely, transparent and accurate financial information across the public sector to underpin policy formulation and inform Government decision making in support of service delivery.
A Public Financial Management Reform Coordination Unit (PFMRCU) has been established in the MoF which anchors the reform and capacity building efforts being implemented under the projects. The PFMRCU is tasked primarily with ensuring proper coordination of activities funded under the various projects.
In order to strengthen the PFMRCU to undertake the project core objective of improving transparency of the PFM processes and systems; and further promote greater public access to information the Ministry of Finance intends to apply part of the proceeds of the grant to hire an Individual Consultant to provide communication and reporting services.
2. Scope of Work and Responsibilities:
The Consultant shall undertake the following:
Raise awareness of the RCRF and PFMCS projects and the overall Use of Country Systems (UCS) and related reform program activities; (ii) ensure communications of the program is consistent with overall government communications; (iii) oversee the management and production of the MoF website and other communications media related to the RCRF and PFM reform projects; (iv) Contribute to communications strategy development and public outreach campaigns media engagement; (v) harmonize and effectively communicate project results and successes to wider audiences; and (vi) work with the RCRF and PFM monitoring and evaluation (M&E) officers to ensure project results are reported upon and publicized
3. Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
A relevant university degree or higher education in Communications, Business or Public Management, International Development, Public Relations or related fields; Minimum of 7 years of relevant working experience; 5 years of which should be at a senior communications management position in public or private sector media houses/organizations; Minimum of 5 years of relevant working experience in developing government related communications and implementing strategic public communications outreach; Experience of leading similar assignment(s) in Somalia and/or federal states; and knowledge of public and private Media Houses in Somalia
4. Duration:
The duration for the assignment is 12 months, renewable based on satisfactory performance.
5. The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.

6. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
