The Government of the Republic of Malawi through the Ministry of Industry, Trade and
Tourism, has received financing from the African Development Fund (ADF) towards the
cost of support to the Promoting Investment and Competitiveness in Tourism Sector
(PICTS) Project. The Implementing Agency intends to apply part of the proceeds to
finance payments under the contract for the consultancy to conduct Mapping of Chongoni
Rock Art World Heritage Site.
2. Objective of the Consultancy
The individual consultant will assist to map Chongoni Rock Art World Heritage sub-sites
for the purpose of enhancing site presentation and visitor experience in line with
UNESCO standards for World Heritage Sites. The map will provide location, distance,
and other detailed information to the rock art sub-sites. It will indicate position of visitor
facilities such as wash rooms, assembly points, and other important services. Further,
the map will reflect trails connecting rock art sites that are open for public visitation.
3. The Ministry of Industry, Trade and Tourism is seeking a qualified and experienced
individual Consultant to conduct Mapping of Chongoni Rock Art World Heritage Site.
4. The services to be provided under the Assignment include:
i) To Review the existing general map of Chongoni Rock Art World Heritage Site for
reference and updating.
ii) Conduct a pre survey in collaboration with the Department of Museums and
Monuments.
iii) Survey Chongoni Rock Art World Heritage sub-sites to produce a map
iv) Compile a detailed report of the findings of the survey and present it to
management through the Project coordinator.
5. Required Qualification and Experience
The duly registered individual consultant, and operating under either international
regulations or the rules of the Government of Malawi, must have the following
qualifications;
a. Be in possession of a Bachelor of Science in Land Surveying
b. Should have a minimum of five years of professional experience in Land
surveying both private and public institutions.
c. Full member of Surveyors Institute of Malawi or international bodies
d. Should have a good knowledge of GIS and remote sensing; and
e. Should have experience of producing reports for Land Information systems
6. The Ministry of Industry, Trade and Tourism invites eligible Individual consultants to
express their interest in providing the above-described services. Interested Consultants
shall provide information on their qualifications and experience demonstrating their ability
to undertake this Assignment (CV, reference to similar services, experience in similar
assignments and copies of certificates).
7. Eligibility criteria: establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank’s “Rules and Procedures for the use of
Consultants” (May 2008 Edition, Revised July 2012), which is available on the Bank’s
website at http://www.afdb.org. The Ministry of Industry, Trade and Tourism is under no
obligation to shortlist any consultant who expresses interest.
8. The assignment will be for a period of 4 working months and the estimated starting date
will be 5th August, 2019.
9. A shortlist of three to six individual consultants will be established at the end of the
request of expressions of interest. The consultants on the shortlist will be judged on the
following criteria based on their profiles:
a. General qualifications and adequacy for the assignment to be undertaken 20%
b. Similar experience in the area of expertise of the assignment and demonstrated
understanding of the TOR 40%
c. Full member of Surveyors Institute of Malawi or international bodies 20%
d. A detailed sample evidence such as reports on previous Land Information
systems in Malawi or any SADC Countries 20%
