The Program Management and Capacity Development Advisor will provide program management support and leadership and project oversight in the area of organizational capacity building (financial, management and technical) for an upcoming $25 million global USAID-funded project. The Program Management and Capacity Development Advisor will lead technical assistance in programmatic, management, technical and financial capacity building of local organizations. The Program Management and Capacity Development Advisor will also work closely with program implementation teams to ensure that program resources are applied appropriately (e.g. human, financial and material). Responsibilities include supervising program management staff, overseeing annual work planning, leading the design, implementation and reporting of project activities, representing Jhpiego to donors and partners, and management of projects as required. The project will operate over a 3-year period.
The position will operate under the leadership of the Chief of Party and Jhpiego’s senior management team, and will oversee and ensure the technical and methodological soundness of all program management and organizational capacity building activities.
This position is contingent upon award from USAID.
- Provide oversight and strategic direction for the organizational capacity building of local partners
- Establish and implement a system, including adapting tools and processes, to ensure capacity is build among local organizations (subcontracted under this project)
- Develop and/or update training materials, standards, job aids, and curricula, supervisory systems needed to build capacity of local organizations and to meet the needs of USAID
- Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise including but not limited to:
- Putting into place a compliance and performance-based system for local NGOs to comply with USAID foreign assistance requirements
- Setting benchmarks to demonstrate increased organizational management, governance, financial management and/or technical capacity
- Determining when local organizations are ready for further funding or transition to a direct award
- Implementing an information exchange strategy with local organizations to exchange lessons learned
- Ensure local organizations meet USG programmatic and program management requirements
- Implementing, monitoring and overseeing capacity building plans
- Actively participate in relevant advisory/working groups and professional forums representing Jhpiego
- Work closely with the Chief of Party on setting organizational capacity building project priorities and directions, and responding to requests for support
- Provide programmatic leadership for, and oversee, in coordination with the Chief of Party, the strategic planning of activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives
- In close collaboration with the Chief of Party, coordinate and monitor all human, financial and material resources of the project to ensure successful implementation
- Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals to ensure rapid and sustainable results
- In collaboration with the Chief of Party, program and technical teams, and project partners, lead the annual work planning process with the close involvement of the Ministry of Health and USAID
- Collaborate with all stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the country strategies and donor requirements
- Work with M&E staff to design, implement a plan to track data/results for program management and using data for decision-making
- Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
- Document and maintain an inventory of successful tools and approaches for organizational capacity building
- Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses
- A Master of Public Health; Organizational Capacity Building, Management, business administration or related field
- A minimum of 7 years project management experience (of which at least half is in a mid-to-senior management position) in large, multi-year international health sector development programs
- In-depth knowledge of USAID programs, regulations, compliance and reporting
- At least 10 years’ experience in implementing and/or providing technical assistance of approximately $10 million per year in donor-funded projects and in the design and implementation of overseas health projects;
- Demonstrated experience providing capacity building assistance at individual and organizational levels
- Demonstrated experience with a mix of practical technical skills in program management, financial management, organizational management, governance and areas necessary for strengthening local partner capacity
- Familiarity with USAID’s administrative, management and reporting procedures and systems, including NUPAS
- Proven track record managing a project team composed of several experts and fostering team work
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
- Excellent verbal, written interpersonal and presentation skills in English
- Proficiency in Microsoft Office
- Ability to travel to project sites
