This Invitation follows the General Procurement Notice for this Project that appeared in Development Business, reference no. WB2556-05/17 of May 23rd, 2017.
The Ministry of Education, Science & Technology, with financial support from the Global Partnership for Education (GPE) is implementing a four year project entitled “Malawi Education Sector Improvement Project (MESIP)”, and intends to apply part of the proceeds for consulting services.
MESIP under component 3 is implementing the School Leadership Programme (Sub-Component 3.1) that will primarily target school heads/ deputy heads and primary education advisers (sub-district officials) from 816 randomly selected schools in 34 education districts in Malawi and train them on a tailor made training programme that will seek to improve the management of public primary schools. This will potentially translate into improvement in learning outcomes at school level.
The trainings will essentially be conducted on a rolling basis for two years with the final year of mainstreaming this approach into the MoEST with support from Development Partners (DPs) as well as the Government of Malawi (GoM).
The consultant is expected to carry out a detailed and formative evaluation of the school leadership training program for head teachers, deputy head teachers and primary education advisors (PEAS). The consultant is to review the design and delivery of the training program, carry out a review of the training content, conduct a review of the training modules as well as the execution of the training program, and provide recommendation on how to mainstream the pilot project into the Ministry.
The consultancy is expected to take a maximum of 16 weeks from date of contract commencement.
MESIP now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by the World Bank Borrowers” dated January 2011, Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultant (IC) method set out in the Consultant Guidelines.
