AIR is seeking a Chief of Party (COP) to work on an expected four year, USAID-funded Teach for Tomorrow program in Egypt. The activity aims to support the Ministry of Education and Technical Education (MOETE’s) Education reform through the design and adoption of an effective in-service Continuous Professional Development system for educators in the primary cycle. Additionally, the activity seeks to support the MOETE to develop and support the implementation of a merit-based teacher licensure/certification system which will ultimately require that educators meet international standards at both the teacher and instructional leader levels.
The COP is responsible for the overall leadership, management and implementation of the Program and will serve as the primary authority for all decision making related to this activity. Other responsibilities include:
• Supervising activity implementation and ensuring the activity meets stated goals and reporting requirements
• Serving as principal interlocuter with USAID, the GOE, implementing partners and other key stakeholders
• Liaising with USAID/Egypt on management and technical matters
This position is contingent on funding. Qualifications • A Master’s degree in Public Policy, Education, International Development or a relevant field from an internationally recognized university
• A minimum of 10 years of professional experience in the successful implementation of international development programs, including substantial experience in leading complex education reform and/or system designs projects at pre-university level
• A proven leadership in the administration of similar sized international donor technical assistance projects
• Significant experience in teacher education, both at pre-service and in-service levels
• Significant experience in educational policy and systemic reform
• Thorough knowledge of the education system in Egypt
• Thorough knowledge of the international best practices/experiences in educators’ continuous professional development and educators’ certification and incentivization
• Experience in overseeing Activity’s monitoring and evaluation, finances and operations
• The ability to participate in all representation and technical meetings in English and Arabic
