UN Women is grounded in the vision of equality enshrined in the Charter of the United Nations. It works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Regional Office for the Arab States (ROAS) covers 17 countries in the Arab States region and provides direct support to UN Women Country Offices in Egypt, Iraq, the State of Palestine, Jordan and the Morocco Multicounty Office (MCO) covering Morocco and Algeria. In addition, UN Women has a programme presence in Yemen, Lebanon, Syria, Libya, Tunisia, Kuwait and Bahrain. ROAS supports Country Offices to assist national governments to fulfill their gender equality commitments under the applicable national and international laws, and in furtherance of national and regional implementation of Agenda 2030 and the Sustainable Development Goals. A significant element of ROAS’ Strategic Note is focused on an enhanced strategic approach to communications, with the aim of increasing the visibility of ROAS and public awareness of both success stories and the specific gaps and challenges to gender equality and the empowerment of women and girls in the region. ROAS’s communications activities will also aim to strengthen and expand partnerships with diverse stakeholders in the region and internationally. The Beijing+25/CSW64 in March 2020 will undertake a review and appraisal of the implementation of the Beijing Declaration and Platform for Action (BPFA) and the outcomes of the twenty-third special session of the General Assembly, including an assessment of current challenges that affect the implementation of the Platform for Action and the achievement of gender equality and the empowerment of women and its contribution towards the full realization of the 2030 Agenda for Sustainable Development through a gender perspective. UN Women ROAS will support the role and contribution of governments, civil society, women’s empowerment organizations, and youth in the implementation and review of the Beijing Declaration and Platform for Action by producing and disseminating the required knowledge to inform, communicate, build capacities and mobilize the different stakeholders in the region.
In 2016, UN Women ROAS launched HerStory in the Arab States region to enhance and increase the content on Wikipedia related to women, gender equality and BPFA with the overall aims to raise awareness and close the gender knowledge gap. UN Women ROAS developed HerStory Beijing+25 campaign engage youth in the production and dissemination of knowledge related to BPFA. The campaign target entails the production of 1,000 articles by end of 2019 about the BPFA (Beijing+25) and the champions who contributed to the progress of women empowerment agenda in the region.
It is also an opportunity for the communities and more specifically youth to understand the root causes of violence against women and girls in their communities, to educate and involve their peers and communities to prevent such violence, and to learn about the Beijing Declaration and Platform for Action and how to influence the review process.

Technical Qualification Evaluation Criteria
Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:
(Lowest Bid Offered*)/(Bid of the Consultant) x 30 *”Lowest Bid Offered” refers to the lowest price offered by offerors scoring at least 49 points in technical evaluation.
Technical Evaluation Criteria Obtainable Score
The total number of points allocated for the technical qualification component is 100. The technical 4 qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 49 total points will be considered as technically qualified candidate.
