Since the late 1990s, Mercy Corps has managed over 100 peacebuilding and conflict management projects in over 30 countries and regions, making Mercy Corps a true leader in the field. We currently implement 34 peacebuilding programs in some of the world’s toughest places The Community Initiatives to Promote Peace (CIPP) is a 60-month Cooperative Agreement with the United States Agency for International Development (USAID). It is implemented by Mercy Corps, in partnership with Pastoral Resolve – PARE, Interfaith Mediation Centre – IMC, Savannah Centre for Diplomacy Democracy and Development-SCDDD, and African Radio Drama Association – ARDA CIPP aims to: Promote peaceful coexistence and collaboration in Nigeria by mitigating violent conflict in at-risk communities in six states of Nigeria’s North West (Kaduna, Kano, and Katsina States) and North Central (Kogi, Benue and Plateau States) through an integrated, multifaceted program that (1) empowers communities to prevent and respond to violence and violent extremism by strengthening key skills and relationships, and (2) fosters an enabling environment for peace through policy advocacy, media outreach, and linkages to development programs.
Mercy Corps is looking for a consultant to design and implement the baseline survey (in Six states) for this program and an RCT on the mediation component in three states. The person will utilize and build on tools and approaches developed by Mercy Corps through its rich history of rigorous, thoughtful analysis. The person will adopt cutting-edge survey and research techniques such as endorsement and list experiments among others to get at sensitive issues that make data collection on peacebuilding programs challenging, and any other sets of applicable data collection tools to assess violent extremism vulnerability and resilience at the community level.
Purpose / Project Description:
The Consultant (who will be a co-PI on the research) will work on two specific aspects of this project: 1) the CIPP baseline data analysis and report and 2) an RCT on the mediation component in Plateau, Benue and Kogi states. Under this specific SoW, the Consultant will contribute to the research design (including methodology and sampling), monitor the randomization, analyze and write reports, and collect social network data. The baseline study will focus on the collection of data/information for a set of performance indicators outlined in the program results framework. The baseline survey will form the basis for the impact evaluation other than setting the baseline and targets for possible revision of program indicators.
The Consultant will work closely with Mercy Corps staff on the baseline and RCT in the Middle Belt. The Consultant will have responsibility for ensuring quality of the data. The Consultant will be responsible for co-leading the RCT, writing the baseline report and working closely with the PIs, the Chief of Party, M&E Manager, and CIPP program staff and enumerators. The Consultant will have oversight on all content related issues on the research, and work with relevant staff.

It is expected that the work will be performed over the course of one year, with concentrated work in September-October 2019 and July-August 2020, with periodic field work throughout. A final timeline will be developed in consultation with Mercy Corps at the beginning of the consultancy to establish deadlines for submission of deliverables. The required inputs for the year will be approximately 4 months.
