Under the overall supervision of the Regional Director and the direct supervision and guidance of the Chief of mission, and in close coordination with the Department of Programmes (DP) – most notably the Department for International Development (DFID) funded project and the Joint Initiative project (JI) funded by the European Union (EU)– the successful candidate will maintain regular liaison with international, governmental and non-governmental partners, and inform the mission on partner and donor priorities, resource mobilization, preferences and synergies in the field of migration.
Core Functions / Responsibilities:
Page 1 / 41. Ensure liaison with IOM field offices, regional offices and Headquarters (HQs) departments to compile and submit narrative and financial reports, checking compliance to DFID/ European Union’s Emergency Trust Fund for Africa (EUTF) requirements.
2. Maintain and work to strengthen the Organization’s relationship with DFID/EU through regular liaison and provision of information on IOM program/projects, with a focus on the Mediterranean response.
3. Liaise with IOM field offices to disseminate information on DFID/EU requirements, and to collect information on project implementation, to facilitate the proper and consistent flow of organizational and project information to DFID/EU.
4. Support IOM staff to review and align project documents with DFID/EU priorities and processes.
5. Carry out field visits when required to monitor project progress, support the implementation of activities and collect relevant information to inform IOM response and DFID/EU. 6. Contribute to the development of tools and guidance to assist IOM field offices in engaging DFID/EU on ongoing and prospective programming.
7. Contribute to developing and updating outreach tools including donor profiles, partnership for action booklets, etc.
8. Research new funding and partnership opportunities and provide assistance for proactive fundraising.
9. Research and compile migration policy issues in the country and West and central African region and inform the mission on specific issues, such as national and regional trends, policies or legislative frameworks in the field of migration, in close collaboration with the Regional Thematic Specialists (RTS).
10. Participate in and maintain, in collaboration with the Regional Thematic Specialists, the establishment of systems to make national migration trends, policy development and data widely available on a regular basis within and outside IOM Guinea in a reliable and comprehensive manner.
11. Coordinate and share information within the mission and between the mission and relevant Departments at regional level.
12. Support the DP in coordinating the national Planning exercises and provide inputs for strategic planning in close coordination with COM/Heads of offices, as required. 13. Participate in the development of project proposals and communication materials, concept notes and other programmatic documents.
14. Facilitate IOM participation in interagency network on migration and coordinate working groups and workshops as deemed necessary.
15. Contribute to the development of communication strategies on the Sustainable Development Goals (SDGs) and the Global Compact for Migration (GCM) for the mission.
16. Compile practical suggestions for IOM communication strategies on SDGs including key messages, recommendations and best practices examples collected under IOM programs. 17. Perform such other duties as may be assigned.

Education
• Master’s degree in Political Science, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience
• Experience in the field of migration issues including operational field experience and project development;
• Experience liaising with inter-governmental, national and local authorities, other national/ international institutions and Non-Governmental Organisations (NGOs);
• Knowledge of Guinean socio-political dynamics, an understanding of national and regional migration dynamics; sound appreciation of sensitivities and national norms;
• Knowledge of monitoring and evaluation;
• Good level of computer literacy.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish and/or any local language is an advantage.
