Senior Border Management Adviser / Senior SSR Advisor (100%)

DCAF in The Gambia
DCAF has been engaged in supporting the SSR process in The Gambia since 2017. In January 2021, DCAF launched a large-scale programme which aims to improve the effectiveness, efficiency and accountability of security institutions, with a particular focus on the Gambian Police Force (GPF). In July 2021, DCAF is launching a second programme component, which will last 36 months, aimed at providing complementary support to the reform of the Gambian Immigration Department (hereafter “GID programme”)
The role
The Senior Border Management Adviser / Senior SSR Advisor will be responsible for the day-to-day management and implementation of the GID programme, aimed at strengthening the effectiveness, efficiency and accountability of this institution. Specifically, the programme will support GID in developing its policy and legal framework, strengthening its internal oversight framework, and improving the performance management and leadership skills of GID staff. He/she will be based in Banjul, The Gambia, and will report to the DCAF Banjul Head of Office.
Responsibilities
1. Technical support to GID
As a Senior Border Management Adviser, and in line with the programme’s objectives and activities:
· Provide mentoring and technical and advisory support to members of the GID, Ministry of Interior and other actors;
· Support the development of policies, regulations or legal texts pertaining to the mandate and operations of the Immigration department, including with regard to border management;
· Provide specific expertise on technical issues such as internal control, including audit, resource management (operational efficiency, deployments), performance management, and leadership;
· Contribute to the design and delivery of training/workshops/seminars to GID or other stakeholders.
2. Programme management **
As DCAF’s in-country lead on the GID programme component:
· Manage all aspects of the implementation of the GID programme component within the planned budget and timeframe, in compliance with project documents;
· Coordinate and manage the work of a full-time national project officer, as well as short-term experts deployed in Banjul or to the regions;
· In close coordination and supervision of the national project officer, monitor and evaluate project implementation including data collection, internal or independent evaluations, and lessons learned;
· Liaise and coordinate with relevant national and international stakeholders;
· Ensure communication with the SSAD team in Geneva is seamless and comprehensive;
· Oversee execution of budget approved by management;
· Produce reports on the project development, implementation, with analysis of project achievements, challenges and lessons;
· Support the Head of DCAF Head of Banjul Office in the day to day functioning and management of the Office.
YOUR EXPERIENCE
Education
Advanced university degree in security studies, political science, law, international relations or a related field; a combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
Experience
· Familiarity with the UN, EU, AU, ECOWAS, and other intergovernmental and/or regional organizations
