Position Title: Monitoring, Evaluation and Research (MER) Manager, Benin-U.S. Child Protection Compact (CPC) Project
Location: Cotonou, Benin
Reports To: Project Director, Benin CPC project
Position Summary:
The MER Manager will be responsible for developing and managing the monitoring and evaluation systems and processes for the Benin CPC project. The MER Manager will implement the project’s monitoring and evaluation (M&E) activities and data reporting requirements. The MER Manager will also serve as the point of contact with any external evaluation and/or special study contractors throughout the life of the project.
Essential Responsibilities:
· Manage a rigorous approach to monitoring and evaluation, including creating systems for monitoring performance progress toward specific objectives, outputs and outcomes;
· With the Project Director, ensure government counterpart ownership of the project’s theory of change as well as project scope, measurement strategies and desired outcomes as expressed in the projects’ logic model and M&E plan;
· Develop strategies and tools for data flow, data collection, data quality assurance, data analysis, and regular reporting on approved indicators under each objective;
· Work in coordination with other implementing partners to share best practices and coordinate on data collection;
· Support coordination with project research partner on prevalence research;
· Working with selected ministries, departments and relevant agencies , strengthen and maintain data systems to assess systems gaps and create plan to address gaps;
· Contribute to research design and methodology for all project-related research;
· Lead evaluation strategy for all approved outcomes and corresponding indicators, including capacity development measures;
· Work with agencies on dissemination of findings to support an evidence-based approach to improve measures for reducing child trafficking;
· Monitor the results of the project’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences;
· Contribute extensively to quarterly and annual reports;
· Other duties as assigned.
Qualifications:
· Master’s level degree required, in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation.
· Alternatively, a Bachelor’s-level degree with five years of relevant work experience beyond the degree.
