MEAL Specialist- NUCAP (National position)
Duty Station: Kampala with frequent field visits.
Save the Children is seeking a MEAL Specialist for the anticipated 4-year FCDO Northern Uganda Climate Action Project (NUCAP). The FCDO funded NUCAP project will be implemented in a consortium of Save the Children (SCI) ECOTRUST & ICRAF and the MEAL Specialist will be responsible for the overall MEAL deliverables of the project. The project aims to strengthen capacity to contribute to the conservation and restoration of landscapes through the development of green, sustainable livelihoods, supported by well-functioning and incentivised value chains, whilst being inclusive of the private sector. This will be achieved through enhanced bio-diversity and conservation of native tree species, enhanced adaptive capacity and resilience to climate change for communities and landscape and lastly through diversifying green livelihoods and private sector investments.
The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will ensure a robust MEAL system is in place and well utilized, and data is routinely analyzed to identify trends, weaknesses and track project progress. They will also be responsible for ensuring functionality of accountability mechanisms. S/he will lead the implementation of the Consortium MEAL activities in the field. S/he supports data quality assessments including data collection, analysis of results, and dissemination. The position also contributes to building capacity of project and partners around data usage, including enhancing their capacity to interpret data and leverage data visualization from digital technologies.
The specialist will support operational research and learning activities by staying abreast of new and innovative MEAL technologies and adopting them on projects when useful. The job holder will also be responsible for designing routine monitoring forms, overseeing data collection, compiling and aggregating data, maintaining databases, generating descriptive statistics, and providing support to surveys and evaluation as well as learning and accountability system for Save the Children’s technical interventions and impact on the NUCAP Project. The MEAL Specialist will also provide technical lead on monthly, quarterly and annual reporting for FCDO NUCAP. In addition, the job holder ensures that quality bench marks are used during implementation of project activities and puts in place a tailor-made documentation strategy for impact stories, reports, and best practices and ensures that lessons learned feed into the NUCAP planning processes. He/she is expected to work with ECO Trust & ICRAF MEAL team, as well as maintain and enhance the partnership.
