Context:
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head Resources Management Officer (HRMO), and in close collaboration with the Human Resources Unit at the Regional Office in Nairobi, Kenya, Human Resource Management (HRM) Units at Headquarters (HQ), Manila Administrative Centre (MAC) and Panama Administrative Centre (PAC), the the Human Resources Officer will be responsible for coordinating the Human Resources (HR) functions of the Country Office (CO) including its Sub-Offices.

Required Qualifications and Experience:
Education
• Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in administration and human resources management, preferably with international organizations;
• Familiarity with the UN common system or similar systems;
• Capacity to supervise staff and coordinate administrative activities.
• High level of computer literacy with experience in HR IT systems and applications; working knowledge of SAP is an advantage;
• Experience in preparation of training modules and presentation of training sessions.
• Previous working experience in an international organisation is an advantage; and,
• Familiarity with the UN common system or similar systems is an advantage.
Skills
• High degree of computer literacy; good knowledge of MS Excel is essential. Demonstrated writing skills;
• Demonstrated writing skills; Good knowledge of IOM/ UN Human Resources and financial policies and staff rules and regulations;
• Excellent organization skills; analytical and creative thinking; and,
• Ability to prepare clear and concise reports.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
