1. Overall Objective of the consultancy
To facilitate the review, piloting, and finalization of the IGAD Framework for Resilience Measurement and Analysis, which provides the IGAD Secretariat, Member States, and other partners tools to undertake robust resilience measurement and analysis at national and regional levels.

Following are the deliverables expected from the assignment:
Report of the piloting of the framework on resilience measurement, analysis, data, and indicators as well as associated guidelines in at least 2 IGAD Member States presented to USAID. The report will document achievements, challenges, lessons learned, best practices, and recommendations among others.
Final framework on resilience measurement, analysis, data and indicators as well as associated guidelines agreed upon.
4. Location and Duration
This assignment will start immediately after contract signing and shall be completed within 90 days, spread over six months. The consultants will perform their duties remotely with periodic visits to IGAD member states as may be required.
5. Supervision
The consultant will be directly supervised by Dr. Abdi Fidar, IFRAH Regional Resilience Analyst. Dr. Abdi Jama, IFRAH’s Coordinator, will work closely with the team throughout the exercise to ensure that the processes applied to accomplish the activity conform to IGAD’s policies and standards.
6. Selection Criteria
Academic Qualifications: Advanced university degree (Master’s degree or equivalent and above) in subjects with strong background in mathematics/statistics (such as Engineering, Environmental Science, Agricultural Economics etc). A first degree with 2 years of qualifying experience will be accepted in lieu of an Advanced degree.
Experience: A minimum of twelve (12) years of experience in areas related to disaster risk management, drought emergency management, disaster resilience analysis, econometric research, socio-ecological system analysis, environmental impact assessment, life cycle analysis, etc, of which at least three years of experience is in areas closely related to the present assignment. A strong track record in qualitative data collection and analysis and proficiency in statistics software and Microsoft Office are required. For the advertised consultancy assignments, fluency in oral and written English is an absolute requirement.
Skills: Demonstrate knowledge of moderating online discussions and developing online content. Demonstrate a good understanding of sustainable development issues and sustainability management. Excellent communications, interpersonal, coordination, networking, and organization skills. Ability to take initiative actively, work independently and grasp new concepts quickly.
The candidate should have the ability to deliver outputs and work under pressure to meet the deadlines mentioned in this Terms of Reference and/or the work plan.
