As a prime contractor under USAID’s EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ) contract, Panagora Group seeks an experienced Knowledge Management and Communications Specialist for the anticipated USAID-funded Peace through Evaluation, Learning and Adaptation II (PELA II) Activity. This activity is designed to enhance USAID’s effectiveness in preventing and countering violent extremism, peacebuilding, and strengthening democracy, human rights, and good governance by strengthening the Mission’s implementation of programs; coordination of its activities; learning from its experiences; and serving as an information, communication, and thought leader regarding peace promotion and countering violent extremism in the West Africa region.

Job Description
The Knowledge Management and Communications Specialist leads the project’s internal and external knowledge management and communication (KMC) activities, ensuring information and knowledge sharing, collaboration, and learning to support decision-making and continuous improvement within the Mission and across multiple implementing partners and governmental and organizational stakeholders.
This is a long-term position based in Accra, Ghana
Duties and Responsibilities
Support the development and execution of a knowledge management strategy for the PELA II activity, ensuring all needs of the activity and client are met
Develop and continuously assess and improve knowledge sharing and learning processes, systems, and tools to enable collaboration, continuous improvement, and data-based decision-making
Promote information and knowledge sharing, collaboration, and learning to support decision-making and continuous improvement (use of evidence-based approaches) in line with USAID collaborating, learning, and adapting (CLA) principles.
Lead all knowledge management activities, including extraction of key messages from reports and studies and disseminating information for audience segmentation
Provide support in the development, planning, and execution of CLA tasks focused on knowledge sharing
Support development and implementation of information and content management strategies ensuring that all knowledge and learning assets are archived and searchable; this may require support in maintaining existing USAID/West Africa online document hosting and exchange platforms
Support in the development and/or maintenance of online knowledge management platforms with sufficient capacity and flexibility to house RPGO’s assessments, research and evaluation
Assist development of technical publications, reports, learning briefs, updates, newsletters, presentations, videos, posters, and social media content as needed
Contribute to the design and assist in management of assessments and evaluations to promote a culture of evidence-based decision-making
Provide strategic information technical support for planning, implementation, and reporting.
Requirements
Bachelor’s Degree in knowledge management, organizational learning, communications, public relations, information sciences, library science, or a related field
Minimum 5 years’ experience in knowledge management with demonstrated experience developing and implementing knowledge management strategies for international development activities preferred
Prior experience with USAID activities and USAID branding and marking guidelines highly preferred
Experience in knowledge management and data resource tracking in the context of countering violent extremism and promoting peace and stability strongly desired
Strong planning, management, facilitation, interpersonal, and communication skills
Ability to communicate effectively with clients, colleagues, and management across the organization
Ability to work effectively in a multi-country and multi-cultural setting as demonstrated by past experience
Experience with USAID/West Africa regional mission is preferred
Strong oral and written proficiency in English and in French
