GRID3 works with countries in sub-Saharan Africa to generate, validate and use geospatial data on population, settlements, infrastructure, and boundaries.
GRID3 is supporting the World Health Organization’s (WHO) AFRO GIS Center and selected countries to use geospatial data and tools for microplanning, tracking, and surveillance of polio campaigns. GRID3 will provide training and technical assistance for the use of best-available data and implementation of new tools in order to increase accuracy, timeliness, and accountability of polio-related data and interventions.
We are looking for a consultant based in Brazzaville (or be willing to relocate) to work closely with the WHO AFRO team. An ideal candidate is passionate about geospatial data, understands the use of GIS to guide public health decisions, is familiar with the planning and execution processes of the polio campaigns, and has experience engaging with UN entities (preferably WHO), Ministries of Health, and other relevant stakeholders.
Tasks and Responsibilities:
The consultant coordinates the joint activities and work plans of GRID3 and WHO AFRO GIS Center. He/she works closely with the WHO AFRO team to share progress updates and materials, ensure alignment of activities, and identify new technical support needs. He/she will coordinate GRID3 support to polio campaign microplanning and vaccinator tracking in selected countries and engage with relevant WHO Country Offices and Ministries of Health to ensure geospatial data and tools are effectively integrated into ongoing workflows and campaigns.
Required Qualifications:
A bachelor’s degree in a relevant field (e.g. geography, public health, data science)
At least 5 years of experience in managing GIS-related projects
At least 5 years of relevant experience working and communicating with government officials, especially the Ministry of Health
Must possess a strong understanding of geospatial concepts and principles and be able to articulate the value of geospatial data and understand its applications in the health sector
Experience in the use of geographic information systems (GIS) software (e.g. ArcGIS Desktop, ArcGIS Pro, QGIS) for data management, data visualization, and data analysis
Strong computer literacy, including proficiency in Microsoft Office applications (Word, Excel, PowerPoint), Google Workspace applications, and teleconferencing software (Zoom, Microsoft Teams)
Exceptional communication and organizational skills, including the ability to organize and lead meetings, create and deliver slide presentations, and write reports
Excellent interpersonal skills with the ability to manage high-level relationships, work collaboratively with a range of partners, and facilitate multi-stakeholder and strategic discussions
Self-motivated, proactive, able to work with minimum supervision, and able to meet tight deadlines
Full working proficiency in both French and English
Ability to travel internationally to the project’s target countries
Preferred Qualifications:
An advanced degree in a relevant field
Experience using geospatial data in decision-making processes in the health sector
Established relationships with Ministries of Health, WHO, and other relevant stakeholders
Knowledge of national data systems and best-available geospatial data sources in sub-Saharan Africa
Understanding of the landscape of donor organizations, development agencies, and relevant global initiatives
Experience in assessments, M&E, field research, evaluations
