EDC, with funding from USAID, will be implementing the School-Based Sexuality and HIV Prevention Education Activity, a 5-year project that will support the South African Government to reduce HIV infections in students and teachers by assisting the Department of Basic Education to implement high quality, evidence-informed sexuality and HIV prevention education programs.

SUMMARY
The Director of Financial Management and Operations will report to the Chief of Party (COP) and be responsible for financial and administrative oversight of the Activity and ensure the compliance of fiscal management systems with donor rules and regulations. S/he will be responsible for preparing timely and accurate financial reporting, overseeing procurement functions, tracking budgets/expenses, monitoring sub-contractor expenditures and reporting, and maintaining financial records. S/he will develop administrative policies and procedures for the office, ensure their implementation, and supervise all office operations. By coordinating all support services and taking responsibility for all logistical aspects of project implementation, s/he will ensure smooth rollout of all technical activities. This position is located in Pretoria, South Africa.
ESSENTIAL FUNCTIONS
Responsible for financial and administrative oversight of this Activity
Prepare timely, accurate financial and Activity reports
Create and track budgets and expenses, working with the Activity Accountant and EDC home office Financial Manager to maintain all financial records
Ensure financial management system compliance with all donor rules and regulations
Establish and oversee all payroll and payment systems, including required withholdings under South African law and policies
Plan and manage all operations and logistics functions to support smooth implementation of program activities
Manage procurement functions for acquisition of goods, works and services in compliance with EDC’s Policies & Procedures and donor rules and regulations
Interpret, review and maintain policies and procedures and recommend changes as required to update the Policies &Procedures manual to support Activity objectives
Supervise all office operations and manage finance and operations office staff
Clearly articulate risks, issues and lessons learned with appropriate senior management
Work collaboratively with EDC home office staff
QUALIFICAITONS AND REQUIREMENTS
Master’s degree
Minimum 10 to 15 years of related experience, or with doctorate degree, 7 to 9 years
Experience in a financial and operations management role
Knowledge of/experience with USAID-funded contracts required
Minimum of 5-7 years of supervisory and management experience
Outstanding leadership, supervisory, and communication skills
Ability to perform challenging and complex work
Strong professional acumen and judgment
Ability to develop comprehensive program planning,
Ability to work effectively with diverse stakeholders
