The Education Cluster Co-coordinator position is a senior and strategic leadership position. The role is to provide co-leadership to the National Education Cluster, and to provide strategic direction and advisory influence on the inter-cluster working group as well as to the Humanitarian Country Team (HCT). Save the Children together with UNICEF co-lead the education cluster and are responsible for supporting MINEDH to ensure a coherent and effective response to and recovery from emergencies, by mobilizing key stakeholders (including international agencies, INGOs, national NGOs) in a strategic manner across all essential areas of the activities related to preparedness to, implementation of, and monitoring of education in emergencies in Mozambique.

The purpose of the role is to lead coordination within the cluster mechanism between the Education Cluster, the other clusters, OCHA, the HCT and donors, and to ensure that education in emergencies is prioritised in every response. It also is to be the liaison with government authorities, mainly the MINEDH, including producing timely and relevant information for decision makers and strategic advice. Lastly the purpose is to ensure the coordination, information-sharing and supporting cluster partners, so that the Cluster members can make informed, evidence based, strategic decisions.

The role holder will have frequent interaction with senior representatives of UN, government and civil society partners, and liaison with the inter-cluster working group. The role holder must have good judgment; senior level analytical and conceptual thinking; and ability to work in high pressure environments, with limited supervision.

QUALIFICATIONS

• University degree, preferably at an advanced level, in a subject area relevant to Education, Humanitarian, International Development and Information Management,
• Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
• Formal training in cluster information management is also desirable.

EXPERIENCE AND SKILLS

Essential

Coordination

• Minimum of 4 years’ experience and demonstrable understanding of international humanitarian response architecture, principles, coordination mechanisms, humanitarian reform and action.
• Understanding of the humanitarian funding mechanisms (eg, the Consolidated Appeals Process [CAP], Central Emergency Response Fund [CERF] and Flash Appeals)
• Experience of high-level coordination and chairing of meetings
• Ability to work and plan at strategic and operational level
• Ability to work with a diverse group of stakeholders and develop consensus and joint working
• Strong skills at effectively presenting ideas in a clear, concise and convincing manner
• A high level of written and spoken English. Portuguese language skills preferable.
• Good interpersonal skills with the ability to communicate clearly, advocate and negotiate effectively at all levels, considering cultural and language difficulties.
• Ability to work under pressure and willingness to work flexible hours in the event of major emergencies.
• Commitment to the right of children and youth to education in emergencies and recognition of the need for education in emergencies as a first-phase response
• Ability to put aside one’s own organisation’s interests and work impartially, serving all cluster partners on equal terms.

Information management:

• Demonstrated skills in managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports;
• Competency in MS Excel or MS Access (e.g. pivot tables and functions) and other relevant IM programs and systems;
• Experience in information management in the first phase of a major emergency response relevant to the cluster preferable.
• Skills in GIS and in using map-making packages preferred.

Contract duration: Fixed Term (12 months)

Location: Maputo, with travel to affected areas

• Co-Coordenador – Grupo de Trabalho (Cluster) Nacional de Educação MP- SC 09/22 – Maputo

O objectivo do papel será de liderar a coordenação dentro do mecanismo de cluster entre o Cluster de Educação, os outros clusters, OCHA, HCT e doadores, e garantir que a educação em emergências seja priorizada em todas as respostas. Também deverá ser a ligação com as autoridades governamentais, principalmente o MINEDH, incluindo a produção de informações oportunas e relevantes para os tomadores de decisão e assessoria estratégica. Por fim, o objectivo será garantir a coordenação, compartilhamento de informações e apoio aos parceiros do Cluster, para que os seus membros possam tomar decisões estratégicas informadas, baseadas em evidências.

O(A) titular da função terá interação frequente com representantes séniores da ONU, governos e parceiros da sociedade civil, e ligação com o grupo de trabalho inter-cluster. O(A) titular da função deverá ter bom senso; pensamento analítico e conceptual de nível sénior; e capacidade de trabalhar em ambientes de alta pressão, com supervisão limitada.

• Nível de Licenciatura, de preferência outro nível universitário avançado, em uma área temática relevante, Educação, Humanitária, Desenvolvimento Internacional e Gestão da Informação; Vasta experiência de trabalho fora do sector humanitário relevante para este posto pode ser considerada como um substituto da experiência humanitária;
• Extensa experiência de trabalho fora do sector humanitário que seja relevante para este cargo pode ser considerada como um substituto para a experiência humanitária;
• Treinamento formal em gestão de informações de cluster também é desejável.

Experiência e Habilidades

Essencial

Coordenação:

• Mínimo de 4 anos de experiência e compreensão demonstrável da arquitetura de resposta humanitária; internacional, princípios, mecanismos de coordenação, reforma e acção humanitária.
• Compreensão dos mecanismos de financiamento humanitário (por exemplo, o Processo Consolidado de Apelações [CAP], Fundo Central de Resposta a Emergências [CERF] e Apelações Rápidas);
• Experiência de coordenação de alto nível e presidência de reuniões;
• Capacidade de trabalhar e planejar em nível estratégico e operacional;
• Capacidade de trabalhar com um grupo diversificado de partes interessadas e desenvolver consenso e trabalho conjunto;
• Fortes habilidades para apresentar ideias de maneira clara, concisa e convincente;
• Alto nível de inglês falado e escrito. Preferencialmente domínio da língua portuguesa;
• Boa capacidade de relacionamento interpessoal com capacidade de comunicar com clareza, defender e negociar eficazmente a todos os níveis, tendo em conta as dificuldades culturais e linguísticas;
• Capacidade de trabalhar sob pressão e disponibilidade para trabalhar em horário flexível em caso de grandes emergências;
• Compromisso com o direito das crianças e jovens à educação em emergências e reconhecimento da necessidade de educação em emergências como resposta de primeira fase;

Gestão de informações:

• Habilidades demonstradas na gestão de coleta e armazenamento de dados, para análise de diversos conjuntos de dados e apresentação de informações em tabelas, gráficos e relatórios compreensíveis;
• Competência em MS Excel ou MS Access (por exemplo, tabelas dinâmicas e funções) e outros programas e sistemas de IM relevantes;
• Preferencialmente experiência em gestão de informação na primeira fase de uma grande resposta de emergência relevante para o cluster;
• Habilidades em GIS e no uso de pacotes de criação de mapas preferidos.
