IDLO seeks a Regional Program Coordinator for a two-year period to manage a sub-regional HIV/AIDS and adolescent girls and young women (AGYW) Program. The first Phase of the Program is aimed at improving the quality of, and access to, HIV-related services for AGYW in East Africa, specifically Tanzania and Uganda through the use of legal empowerment and social accountability strategies. In the first Phase (2016-2018), the Regional Program Coordinator will coordinate and oversee the work of two civil society organizations (sub-grantees in Uganda and Tanzania) as well as ensure the delivery of regional coordination and technical assistance work.
Under the direct supervision of the IDLO Regional Program Manager – New Initiatives, Africa, the Regional Program Coordinator will be responsible for the following duties:
Manage the IDLO Program in East Africa on HIV/AIDS and AGYW, including management of the complete work-plan, ongoing review, design and management of the monitoring and evaluation plan;
Coordinate and oversee the work of two civil society organizations – sub-grantees in Uganda and Tanzania. These organizations will be responsible for project management and implementation at the national and district levels, including coordination and supervision of a pool of community paralegals and peer educators;
Manage the Program office and team in daily implementation issues, including inter alia revisions to project design, work-plans, and budgets and recruitment of experts;
Undertake regular monitoring and representational missions to the Program’s targeted countries and districts in East Africa as needed throughout the implementation of the Program;
Identify and report in a timely manner any difficulty or possible change in project strategies, objectives, results or activities, and make recommendations for timely and optimal course corrections;
Represent IDLO in program events, build relationships with donors, UN agencies, the East Africa government institutions, CSOs and other implementing organizations in the HIV/AIDS and rule of law field;
Ensure that the program has the required technical inputs and outputs, including needed legal analysis and contributions to project deliverables by regional and national experts;
Regularly liaise with IDLO’s Health and Gender Specialists and other IDLO teams (research, impact evaluation) to ensure the quality of the program deliverables;
Lead the preparation of internal reporting and external donor narrative reports;
Review internal and external financial reports produced by the Finance and Administration Officer and identify areas of under or over spending;
Oversee the budget and finances of the Program in collaboration with the Field Office Finance and Administration Officer/s. Monitor expenditure and be responsible for the monitoring and updating of financial forecasts;
Monitor the program implementation environment, including security, political, development and personnel issues that may affect implementation of IDLO projects;
