LOCATION
The position is based in Djibouti with travel possibilities within and outside the country.
MISSION
The Technical Director reports to the Country Director of Insuco Djibouti and coordinates the team under their supervision, including project managers and cartographers.
ROLE AND ACTIVITIES
1. Technical Department Supervision:
• Define the activities of the Technical Department in consultation with the Country Director;
• Manage the Department’s staff:
· Allocate and monitor activities among department personnel.
· Manage department personnel (goal achievement, time off, etc.).
· Ensure information flow within the department.
• Implement tracking and management tools.
2. Project Coordination and management:
• Select responses to Requests for Proposals (RFPs) or Expression of Interest in collaboration with other members of the Technical Department.
• Prepare responses to calls for tenders and calls for expressions of interest.
• Supervise and execute ongoing projects.
· Facilitate information transfer from Insuco to consultants, from Insuco to clients and internally among different departments.
• When necessary, conduct field supervision missions to ensure proper project implementation.
3. Contribution to Business Development:
· Conduct market research.
· Seek new clients/projects and maintain relationships with current/past clients.
4. Scientific Support and Quality Control:
· Monitor and ensure adherence to Insuco quality standards in project execution and deliverables.
· Review consultant deliverables to ensure compliance with client requirements.
· Contribute to the improvement of project tracking and reporting tools.
5. Research and Development / Knowledge Capitalisation:
· Centralise existing data and reports.
· Monitor and participate in the Group’s internal projects.
6. Overall Responsibilities:
· Under the guidance of the Country Director, contribute to the company’s strategy development to enhance and improve Insuco’s activities.
· Support various support and scientific departments to enhance scientific output and maintain Insuco’s quality standards.
· Provide regular project updates to the Country Director and, upon request, more detailed reports to the Asia General Director or even the Chief Executive Officer.
REQUIRED PROFILE
Training
· Minimum master’s degree in social sciences, economics, agronomy, environmental studies, or a related discipline.
