The West African Electricity Exchange System (WAPP) is a specialized institution of ECOWAS created by the ECOWAS Conference of Heads of State and Government to integrate the operation of electricity grids in a unified regional electricity market to ensure a steady, reliable and affordable supply of electricity to the populations of ECOWAS Member States in the medium and long term. The WAPP General Secretariat is based in Cotonou, Benin.
As part of the implementation strategy of the WAPP vision, the governments of Nigeria, Niger, Benin, Togo and Burkina are cooperating to develop, in accordance with the revised Production and Transport Master Plan. ECOWAS Electricity and more particularly the inter-governmental protocol they signed for this purpose, the regional interconnection project called “WAPP 330kV North Dorsal Project”.
This project consists of the construction of a 330-kV transmission line of approximately 875 km from Birni Kebbi in Nigeria to Ouagadougou in Burkina Faso via Zabori and Niamey in Niger with a segment connecting the Zabori substation to the Malanville substation in Benin and associated posts. The ownership and operational responsibility of the structures after their commissioning will revert to each country.
Given the regional dimension of the project and in order to strengthen its coordination, the countries involved in the project have agreed on an institutional framework consisting of the creation of a single entity for the implementation of the project. The headquarters of this single entity “Project Management Unit (PMU)” will be based in Abuja, Nigeria. The PMU will be set up with funding from the World Bank and the African Development Bank.
The countries involved in the project and the Secretariat WAPP have the intention to recruit a Project Manager ( Director of PMU) which will have overall responsibility for the successful implementation of the project of the North Ridge and of the management and administration of the staff and resources of the Unit . As the Unit Executive Manager, the Project Manager will need to demonstrate leadership and remain a motivating factor for Unit staff .
Applicants interested in the position of the Director of the PMU will have to:
Have a university degree in engineering, or equivalent;
Have a minimum of 15 years of professional experience in managing complex projects or programs (in terms of scope and number of parties involved), preferably in the electrical energy sector, and / or major line projects transport for a voltage level greater than or equal to 225 kV;
Experience with donor-funded projects such as the World Bank, AfDB, AFD, EU, etc., and in particular with their procurement procedures, as well as with environmental safeguards and social;
Fluent in English and French, the two working languages of the project.
A higher degree in Project Management or Business Administration and experience in managing a project implementation unit in the ECOWAS region will also be considered an advantage.
The contract is scheduled for an initial period of three (03) years with a one (1) year trial period.
