GIZ International Services is shortlisted for an EU – funded project: Technical Assistance to the Inter-Ministerial Coordinating Committee on Decentralisation, in support of the decentralisation process in Ghana.
The overall objective of the programme of which this contract will be a part is as follows:
To build effective, accountable and inclusive institutions at all levels for sustainable development through the implementation of the Ghana National Decentralisation Policy Framework (NDPF).
The purpose of this contract is as follows:
To support the institutions in charge of decentralisation reforms, particularly the Inter-Ministerial Coordinating Committee (IMCC) on Decentralisation and its members, through technical assistance focusing on skills transfer and capacity development in the planning and implementation of the National Decentralisation Policy Framework (NDPF) and National Decentralisation Action Plan (NDAP) in a participatory manner.
Your tasks
The Fiscal Decentralisation & PFM expert is responsible for providing technical support to the Fiscal Decentralisation Unit (FDU) of the Ministry of Finance (MoF) and the Ministry of Local Government & Rural Development (MLGRD) for the implementation of the Intergovernmental Fiscal Decentralisation Framework.

Location information
Accra will be the operational base for the Technical Assistance. Experts will be required to travel across the country as and when the need arises.
The intended start date is September 2018 and the period of implementation of the contract will be 26 months from this date.
