Context:
Under the direct supervision of the Chief of Mission (CoM) and in technical coordination with the relevant Regional Thematic Specialists (RTS), the successful candidate will be responsible for the overall management, oversight and coordination of the three year European Union Emergency Trust Fund (EUTF) project focusing on health, protection of vulnerable migrant children and capacity building of Office for the Relief and Assistance of Refugees and Displaced Persons (ONARS).
The project aims to support the four priorities of the Global Compact for Migration, namely: 1) to protect the rights of migrants; 2) facilitate safe, orderly and regular migration; 3) reduce the frequency and effects of forced and irregular migration; and 4) address the consequences of natural and man-made disasters for mobility.
If Djibouti has the capacity to better manage mixed migratory flows on its territory and to provide assistance to refugees, migrants and host populations, this will reduce physical and socio-economic vulnerability migrants, refugees and host populations and will prevent social tensions around sharing and access to basic services. An appeased management of mixed migration will also reduce secondary movements.
Recognizing the significant weight of mixed migration on Djibouti, the project will support the host country in the sectors most affected by the weight of migration via sustainable actions. In order to help the country better manage mixed and complex migration and which should continue, the project also considers ways to strengthen the institutions involved in managing
migration on the basis of respect for human rights.

Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in project coordination, including in the areas of migration health, migrant assistance, child protection, and capacity building for local authorities;
• Demonstrated ability to supervise, manage staff and activities at an operational level;
• Experience managing projects funded by the European Union;
• Experience in project formulation, management, implementation and evaluation;
• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
• Experience with financial monitoring;
• Good knowledge of internal and international migration issues;
• Excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects;
• Good level of computer literacy;
• Experience with working as part of and managing of a multi-cultural team;
• Knowledge on East and Horn of Africa is an advantage.
Languages
Fluency in English and French is required.
