Objectives
Support the regional C4D team to reinforce the C4D preparedness and response in the region, by:
Scope of work
Purpose of the Assignment
Under the general guidance of the C4D Regional Adviser and in close coordination with the emergency team, support the strengthening of C4D preparedness, response to emergencies and C4D component of the recovery efforts.
More specifically, the consultant will:
(a) behaviour and social change at individual / household and community levels for the adoption ofkey lifesaving behaviours within humanitarian contexts;
(b) increased community participation and creation of accountability to affected populations mechanisms;
(c) advocacy and social mobilization of decision makers, civil society organizations and social networks;
(d) increased awareness on key lifesaving interventions in humanitarian setting.

Timing
The consultancy is planned for 6 months, with estimated start on November 12, 2018 and end on 12 May 2019.
Reporting Requirements
The consultant will report to the Regional Adviser C4D and will work in close collaboration with the Regional Emergency team, WCARO.
The consultant will provide to the supervisor monthly progress reports, final consultancy report, travel reports, as well as all workshop reports, presentation material and evaluation reports for the organized workshops.
Administrative Issues
This assignment is UNICEF Regional office-based. The consultant will be expected to adhere to the agreed timelines. The consultant should be able and willing to travel to any of the selected countries for the purposes of this assignment.
Consultant is supposed to use his own laptop, while office space will be provided by the UNICEF.
The Consultant will work under the terms and conditions as provided by UNICEF’s regulations governing consultants. All materials and information collected will be the property of UNICEF and will not be used by the consultants for any other purposes without the express authority of UNICEF. The consultancy will be conducted in accordance with the UN Evaluation Group Code of Conduct and ethical standards.
As per UNICEF policy, payment is made against approved deliverables. No advance payment will be allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
