BACKGROUND
FIIAPP F.S.P. is a foundation of the State public sector whose activities, characterised by the absence of profit and the pursuit of the general interest, is framed in the field of international cooperation aimed at the institutional modernisation, for the reform of Public Administrations and the attainment of democratic governance. That, in order to its foundational purposes, the Foundation FIIAPP F.S.P. has been awarded the Delegation Agreement “Action against trafficking in persons and smuggling of migrants in Nigeria (A-TIPSOM)” funded by the European Union.
OBJECT
It is the object of this invitation to hire the services of one expert in social media. The objective of this expertise is to train A-TIPSOM Stakeholders to increase their knowledge about how to aware the general public through the mass media in order to prevent both trafficking in persons and smuggling of migrants. 3.
CONTRACTING AUTHORITY
The contracting authority may be, in accordance with the bidding budget, for contracts of individualized amount of up to €100,000, the Secretary-General of the FIIAPP, F.S.P.
PROCEDURE AND FORM OF AWARD OF THE CONTRACT
For the award of these contracts, the FIIAPP F.S.P. will undertake an “open simplified procedure”.
PRESENTATION OF PROPOSALS
In order to participate in this tender, the bidder must submit, at the Registry of the FIIAPP F.S.P., located at C/Beatriz de Bobadilla 18-4º, Madrid, before 12:00 p.m. on 3 of june 2019, the bid that they propose, in one sealed envelope. The envelope will be sent to Legal Advice and must indicate, on the outside , the tender procedure and reference number for which the bid is being submitted, the signature of the proposing party, the name of the person, the full name and capacity of the person signing the proposal and the information of the contact person, all of which must be written legibly.
BUDGET LINE
The budget line for this contest is 27.500 € (twenty-seven thousand Euros) as fees, not including VAT, at a rate of € 275 (two hundred seventy-five euros) per working day with a maximum of 100 working days during the project implementation period. The number of estimated working days is considered as a maximum, not being FIIAPP F.S.P obliged to contract that maximum amount, which will depend on actual project needs and the consultant’s performance. Each payment shall be made in Euros, attaching a timesheet indicating working days performed and approved by the Team Leader.
DESCRIPTION OF THE SERVICES TO BE DEVELOPED
The services to be developed will consist in delivering trainings and workshops as a capacity building initiative for the Ministries, Departments and Agencies, Law Enforcement and Administration and Mass Media in Nigeria with the objective to prevent trafficking and smuggling of migrants in the population.
In consultation with the FIIAPP/A-TIPSOM Team Leader, the expert will train a number of working groups with mass media specialists, key project partners and relevant MDAs in Nigeria.
Each assignment request will include estimated number of working days, deliverables and expected results, as well as budget allocated and payment calendar and conditions, which should be previously agreed upon. The expert should present a report after each assignment for payment, as previously agreed, detailing findings and recommendations, as well as the outputs, outcomes and results.

DURATION OF THE CONTRACT
The contract will have a time of duration from its signature until the end of the project implementation (4 June 2022) with possible extensions.
