1. The Government of Sierra Leone has received funding from International Development Association IDA of the Word Bank towards the cost of Public Financial Management Improvement and Consolidation Project and intend to apply part of the proceeds of the funding for eligible payment under the contract for the Development of Procurement and Contract Management Database to include Security and audit trail features and Data Base for Procurement Plans through the Project Fiduciary management Unit.
2. The objective of the assignment is to develop and implement a toolkit for procurement Management System that will facilitate effective procurement performance and spend analysis which shall result in cost-savings, quality assurance and effectiveness in the management of the entire procurement cycle; from procurement planning through to contract implementation to monitoring and evaluation.
This consultancy shall also promote Capacity Building training on principles and practices of procurement Management, Quality Control and Due Diligence within the organizational structure of MoF. Furthermore, the training in procurement management capacity development will ensure effective procurement performance which shall result to savings, quality and effectiveness in managing the entire procurement process, from procurement planning through implementation to monitoring and evaluation.
3. The exercise will involve the building up of skills and know-how in a dedicated directorate staff team in MoF in order to undertake effective management of procurement spend in the public sector through drilling into the Database toolkit.

(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with Individual Consultant (IC) method set out in the Consultant Guidelines.
