Consultant Scope of Work: Livestock Feed and Hatchery Country Expert
CNFA is recruiting for a part-time Livestock Feed and Hatchery Country Expert in Tanzania. Please note that the duties and responsibilities would contribute to two different Activities: 1.) L-Mira Feed Activity and 2.) L-MIRA Day-Old Chick (DOC) and Hatchery Activity. Each Activity falls under the umbrella Livestock-Micro Reforms in Agribusiness (L-MIRA) Project. While each activity is implemented in Nigeria and Tanzania, this position will only contribute to activities in Tanzania.
The consultancy would be for an estimated total of 80 working days from June 2019 to October 2020.
I. Assignment Objectives and BackgroundThe Livestock-Micro Reforms in Agribusiness (L-MIRA) Project is a non-lending, advisory project fully funded by the Gates Foundation and implemented by the World Bank Group (WBG). The project is led by the Finance, Competitiveness and Innovation Practice Group. It was designed in partnership and with input from the WBG Livestock Working Group and staff of the Agriculture Global Practice (GP).
L-MIRA Feed Activity
The objective of the L-MIRA Feed Activity is to improve the quality and increase the quantity of livestock feed utilized by private sector stakeholders in Nigeria and Tanzania. In both countries, market failures exist in the livestock feed sub-sector due to low and inconsistent quality of feed, and the high price of feed and raw materials needed for its production. In effect, this reduces consumer confidence and negatively affects the marketplace for these products. Additionally, the burdensome regulatory environment encountered by suppliers of raw materials, processors, distributors and retailers contributes to higher prices. Through this activity, the consultant and CNFA team will facilitate the reduction of and/or elimination of these market failures.
To accomplish these objectives, the consultant will collaborate closely with the Livestock Regulatory Expert, Livestock Feed Expert, and CNFA staff. The consultant will also communicate and collaborate with government agencies and industry stakeholder organizations to:
L-MIRA Day-Old Chick (DOC) and Hatchery Activity
The objective of this L-MIRA Day-Old Chick (DOC) and Hatchery Activity is to assist the governments of Nigeria and Tanzania to establish Day-Old Chick (DOC) and hatchery management regulations and guidelines to enhance the quality and quantity of DOCs produced for commercial and semi-commercial poultry production. In Nigeria, the level of quality DOC and mortality rates as high as 55% leads to market failure in this value chain. Though the market is smaller in Tanzania, a dramatic growth is expected in the domestic poultry industry. For both countries, to enable economic growth and resolve market failures, it is crucial to establish an effective and practical regulatory framework and hatchery management and to reduce the burden of compliance from existing regulations. Moreover, the activity will address challenges in improving genetic stock, DOC nutrition and sanitation in feeds, and enforcement quality standards, labeling and strengthening inspection capacity.

II. Principle Duties and ResponsibilitiesDuring the duration of his/her assignment, the Livestock Feed and Hatchery Country Expert will serve as a local liaison and technical expert to support CNFA’s lead consultants (Livestock Feed Expert, Regulatory Reform Expert, and Day-old chick/Hatchery Experts) in the intervals between and during their in-country visits.
