The Principal Program Officer Internet, Cybersecurity & e-Applications will work with the Director Digital Economy & Post to carry out the implementation of Telecommunication/ICT programmes with a focus on cybersecurity and Internet development for ECOWAS Region and its Member states.
ROLE AND RESPONSIBILITIES
·        Lead the implementation of the ECOWAS cybersecurity Programme;
·        Provide leadership and strategic guidance and coordination of the activities on the development of Internet including Critical Internet infrastructures;
·        Propose appropriate measures to improve legal and strategic frameworks to enhance cybersecurity and to fight against cybercrime;
·        Coordinate the development of Cybersecurity capabilities of Member States to enhance the abilities of technical units in charge of cybersecurity and fight against cybercrime;
·        Oversee the situational analysis related to cybersecurity and cybercrime in the ECOWAS region;
·        Promote the development of effective electronic and mobile applications (e-government, m-health, e-education, etc.);
·        Supervise the functioning of the regional Observatory on telecommunications/ICT and Post to provide the ECOWAS Commission, Member States and international partners with market statistics.
ACADEMIC QUALIFICATIONS AND EXPERIENCE
·        Master’s degree (or equivalent) in ICT, information systems management, or any related field from a recognized university;
·        10 years progressively responsible experience in the planning, design, development and implementation in the ICT sector and 5 years at a supervisory level;
·        demonstrated knowledge of information systems for large and complex geographically dispersed organizational environments;

·        Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage;
·        organizational and project/program management skills with significant experience identifying timelines, targets, costs and resources necessary to deliver on operational/program/project outputs in line with result-based management approach;
·        ability to set effective goals and targets for self, others, and the work unit and adjusting work or project priorities in response to changing circumstances.
