Organisational context
The Regional Bureau for West and Central Africa covers 21 countries. UNHCR has a presence in 15 of them: Burkina Faso, Cameroon, CAR, Chad, Côte d’Ivoire, Gabon, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Senegal and Togo. The others without presence, covered by the nearest Multicounty Office, are Benin, Cape Verde, the Gambia, Sierra Leone, Equatorial Guinea and the island of Sao Tome & Principe.
The region focuses on emergency response, the latest being the COVID-19 pandemic, as well as solutions for the more than 9 million refugees and internally displaced populations. Its main crisis spots are the Sahel, the Lake Chad Basin, as well as Cameroon and the Central African Republic.
While the needs are great, underfunding is hampering the implantation of the protection and solutions strategies of the region. Hence, the Bureau is looking to the private sector for greater financial support to its operations as well as to contribute to providing solutions to refugees and host communities in the context of the Comprehensive Refugee Response Framework (CRRF) and the Global Compact on Refugees. These also include technical expertise, creativity and innovation from the private sector.
The presence of a Regional Fundraising Officer in Dakar will allow the Bureau to engage more robustly with the private sector to complement the contribution of traditional donors. Currently, this engagement is being steered by the Africa Private Sector Fundraising unit without the Bureau having the capacity to fully respond and contribute to their efforts in the absence of a dedicated professional staff. A Regional Fundraising Officer will therefore be necessary to lead the Bureau¿s engagement under the supervision of the Senior Regional Private Sector Fundraising Officer (Africa).
Duties and responsibilities
Under the supervision of the Senior Regional PSP Officer (Africa), the Regional Fundraising Officer (West Africa) will be part of the Private Sector Partnerships Service team, working closely with the Chief of External Engagement in West Africa, and the Head of Content (Africa).
The Regional PSP Officer, West Africa, will lead UNHCR’s Private Sector engagements in West Africa, including supporting regional Shared Value Partnerships, PSP Emergency fundraising, content collection, prospecting and fundraising activities in the region.
The incumbent will be expected to develop project proposals, conduct prospect research and maintain a database of prospects, build cases for support, develop fundraising materials and donor reports.
Essential minimum qualifications and professional experience required
The ideal candidate will:
¿ 6 years relevant experience with a Bachelor¿s degree; or 5 years relevant experience with a Master¿s degree; or 4 years relevant experience with a Doctorate degree in International Relations, Communications, Social Sciences, Development Economics, Peace and Conflict Studies or other relevant field;
¿ Relevant university degree (meeting the requirements of the level of the position) in Business/Marketing, Social Sciences or a related discipline plus the required number of years¿ relevant work experience;
¿ Multi-year private sector fundraising experience in a not-for-profit organisation is a key requirement;
¿ Proven and successful multi-year track record in private sector partnerships (fundraising);
¿ Experience with developing and implementing private sector fundraising plans and budgets;
¿ Proven ability to meet fundraising targets and to negotiate and secure corporate and foundation partnerships for a monetary value of the one noted in the Operational Context;
¿ Proven experience in developing and implementing PSP plans and budgets;
¿ Proven ability to meet fundraising targets;
¿ Proven experience in managing high level meetings;
¿ Proven ability in understanding how to reconcile the needs of the Organization with those of the donor;
¿ Experience with organizing workshops, trainings and coaching staff.
Desirable competencies
¿ Experience of working within the UN system, either in headquarters, a field operation or in a fundraising position;
¿ Experience in emergency fundraising for a humanitarian organisation;
¿ Experience in handling ¿Corporate Social Responsibility¿ programs and corporate recognition programs;
¿ Experience with raising funds from large groups of individuals through direct marketing techniques;
¿ Excellent computer skills, specifically MS Word, Excel and PowerPoint;
¿ Ability to work independently and take initiative;
¿ Ability to solve problems creatively and efficiently;
¿ Working knowledge of another UN language.
Language
Fluency in English and French (verbal and written) required.
Location
The successful candidate will be based with the team in Dakar, Senegal.
Travel
International and regional travel will be required.
