Dexis Professional Services (DPS) seeks an experienced Knowledge Management Consultant to support the USAID/Southern Africa Mission for a 2 month period.
USAID/Southern Africa (USAID/SA) recently completed developing a new integrated Regional Development Cooperation Strategy (RDCS) and will soon finalize a Performance Management Plan (PMP). The Regional Program and Project Development Office (RPPDO) in coordination with the newly formed cross-mission “Learning Champions” working group will be charged with implementing the PMP and updating it periodically. RPPDO’s Monitoring, Evaluation and Learning (MEL) team and is seeking virtual support from PPL/LER/KM/OL to support the operationalization of the mission’s new PMP by designing and conducting a Knowledge Management (KM) Assessment.
The virtual TDY is envisioned to include: 1) helping to draft the Scope of Work (SOW) for the assessment, 2) technical support on designing the methodology, 3) assistance with carrying out the assessment by facilitating virtual discussions, surveys and/or other applicable methodology, 4) analytical support processing participant responses, 5) peer review of the resulting Action Plan, and 6) periodic mentoring for the successful institutionalization of KM at the mission.
The KM Assessment will analyze the current state of Knowledge Management within the Mission for the purpose of identifying needs and gaps. This will identify strengths and weaknesses in the Mission’s use of information and its application of knowledge. Such an assessment will be used to guide the development of a KM Policy for the Mission, as well as a KM Action Plan for the implementation of KM as part of the process of institutionalizing systematic, intentional, and resourced CLA and KM practices.
The purpose of the KM assessment is to determine where the Mission currently stands, in terms of KM and provide evidence-based guidance on next steps. The assessment will also review the organizational culture, processes, and resource allocation to ascertain the existence of a conducive environment.
Responsibilities
The objectives of the virtual TDY support are two fold: 1) technical assistance operationalizing the PMP and 2) coaching and mentoring the mission’s Knowledge Managers as they seek to institutionalize KM at the mission. The assessment findings and recommendations will guide and in large part determine the overall sustainability of KM efforts at USAID/SA and will likely include: an audit of existing KM practices at the mission, defining roles and responsibilities for the MEL team and the Learning Champions working group as they carry out the PMP Task Schedule, determine how better KM can support the answering of Learning Questions over the life of the new RDCS, and outline Standard Operating Procedures (SOPs) and best practices that will eventually be translated into a Mission Order on KM.
The TDYer will work closely with the Knowledge Manager as a mentor and technical expert to develop and finalize the report and Action Plan, ensuring it meets all ADS 201 requirements.
