Context:
Under the direct supervision of the Chief of Mission (CoM) and direct technical supervision of the Resources Management Officer (RMO) in Ghana, and in close coordination with project manages in Benin and other relevant Units, the Resources Management Officer will be responsible for monitoring of the budgetary, financial, human resources and administrative functions of Country Office (CO) and will also contribute to providing recommendations aiming at increasing effectiveness and efficiency of resources management.
Core Functions / Responsibilities:
Required Qualifications and Experience:
• Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.
• Experience in financial management, accounting and budgeting;
• Experience in budgeting and reporting for EU funded projects;
• Experience in the field of resources management, IOM project financial planning and budget revision management;
• Experience in liaising with governmental and diplomatic authorities as well as with international institutions; and,
• Audit experience highly regarded.
• Good knowledge of human resources management;
• Familiarity with financial oversight and public administration;
• Knowledge of IOM’s regulations, policies and procedures preferred;
• Knowledge of International Public-Sector Accounting Standards (IPSAS) and SAP highly desirable; and,
• Knowledge of IOM accounting systems, software and procedures a distinct advantage.
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
