BACKGROUND
ALG is currently conducting a study on “ICT in health for Africa” for an international donor agency. The study will assess the current status of ICT and innovation in the Health sector, including governance arrangements in 12 sampled African Member Countries; Algeria, Djibouti, Egypt, Morocco, Nigeria, Somalia, Benin, Guinea, Gabon, Niger, Ivory Coast, Senegal and identify investment opportunities to harness digital technologies’ use and appropriate application to build resilient health systems. This will help develop the Bank’s investments in digital health for enhanced resilience among member countries. The general objective is to develop an eHealth program in Africa that will allow for patient-centric healthcare provision enabled by interconnected ICTs for health. The specific objectives are:
(i) Enhancing access to quality health services;
(ii) Reducing the overflow of hospitals and medical centers; and
(iii) Freeing up medical staff for underserved regions.
Therefore, the study will assess the status and opportunities for investments for the improved status of e-health systems in African member countries. This study will be conducted in consultation with all key stakeholders within the national health ecosystems, including governments, Partners, private sector NGOs, and CSOs such as the Health practitioners Association and Unions; Universities, and the private Do Better. Give More. sector. As a result, ALG seeks to recruit Finance and Investment Experts to support the successful implementation of the assignment.
SCOPE OF WORK OF THE EXPERT
ALG has a high demand for quality work and will require a high level of rigor to meet the required standards expected. The Consultant’s responsibilities will include; 1) Outlining the required conditions to be met for the successful use of ICT in health and the delivery of e-health services in African member countries, potential areas, and benefits 2) Prepare a cost; short, medium, and long-term plan for investment in ICT and health in12 target countries 3) Identify potential partners and areas of focus and develop a partnership plan in key areas identified ALG will make available to the expert the preliminary analysis report on the IT situation in the health sector in Africa. The expert will propose a methodology which will be discussed with the firm before the actual start of the work.
QUALIFICATIONS
At a minimum, the Consultant must possess the following:
● Significant 10 years of experience in investment planning
● Experience working with international donor institutions
● Sound experience with the health sector funding mechanisms
● Advanced degree in a finance-related field
● Excellent spoken and written communication skills in English. Knowledge of French is an asset.
