Summary of Position:
Solidarity Center is seeking a Country Program Director (CPD) to manage its Johannesburg field office and programs across Southern Africa and to represent the organization and the AFL-CIO in that part of the continent. The CPD will need to become thoroughly conversant in all aspects of program activities and current events relevant to the ongoing political, economic, social, and trade union developments in Southern Africa. The Country Program Director must have sound judgment and a good political sense that facilitates decision-making, particularly when headquarters cannot be reached for consultation.
The Country Program Director designs and implements field programs that address the needs of our partner trade unions, the AFL-CIO, and our strategy for Southern Africa. This will require seeking funding for programs by writing persuasive concept papers and grant proposals. For this reason, the CPD should have a working knowledge of and experience in US Government regulations and procedures related to the funding and management of grants. This individual also monitors programs for progress toward expected results as well as compliance with budget targets and keeps headquarters informed of significant developments in the country or region through periodic program reports and other forms of correspondence.
The Country Program Director works closely with AFL-CIO affiliates, the ITUC and its regional organizations, and the international trade secretariats to facilitate their participation in Solidarity Center programs. This includes logistical support for visitors from the Solidarity Center, AFL-CIO, affiliates, GUFs, donors, and other organizations. This individual must have the experience and presence to represent Solidarity Center and the AFL-CIO accurately and effectively in public and private meetings with donors, partners, and other national and international organizations. This individual may be required to travel extensively within the region and could be asked to fill in for other Country Program Directors on a temporary or indefinite basis.
The Country Program Director manages the operations of the field office and supervises the locally hired staff. This individual ensures that field office operations conform to the host country’s labor code and other pertinent laws. The Country Program Director is also responsible for compliance with Solidarity Center policies and US regulations governing grants. This individual is expected to develop and maintain positive relationships with the appropriate personnel at the USAID mission and the US Embassy, and keep them informed about the Solidarity Center’s work in the country. The Country Program Director follows the evolution of country development strategies and ensures that USAID and the Embassy understand both the role of the labor movement in the development of the country, and the ways in which Solidarity Center programs contribute to and enhance their ability to accomplish their strategic objectives.

Specific Duties:
This is a collective bargaining unit position, generously compensated with a gross annual salary starting at approximately $110,000 USD based on experience. The Solidarity Center offers competitive salaries based on experience and generous benefits but will not provide housing, a relocation allowance, or support for a candidate to obtain a work permit for this job.
