Electricity Regulation Expert Consultant, MCC Senegal Power Compact Reform Evaluation, Senegal

Proposal Objective:
SI is bidding on an anticipated project to conduct a multi-year evaluation of the Reform Project, one of the three projects within the Millennium Challenge Corporation (MCC) Compact in Senegal. The compact investment is designed to strengthen the power sector, by increasing reliability and access to electricity and aims to help the Government of Senegal establish a modern and efficient foundation upon which the nation’s power system can grow . It revolves around the following three projects:
⦁ The “Modernization and strengthening of the Senelec transport network” project (Transport Project) aims to provide quality electricity from sources, at low cost, available for Senelec to meet the growing demand on the interconnected network in Senegal.
⦁ The “Expanding access to electricity in rural and peri-urban areas” project (Access Project) aims to increase the supply and demand for quality electricity in rural and peri-urban areas of Senegal.
⦁ The project “Enabling framework and capacity building for actors in the electricity sector” (Reform Project) aims to create a framework conducive to improving the financial viability and good governance of the sector for the provision of electricity in quantity and quality.
SI is pursuing an RFP to perform an evaluation of the Reform project.
Position Description:
Our team is recruiting for a consultant to serve as an electricity regulation expert for our proposal to carry out the evaluation of the MCC Reform Project. The electricity regulation expert will be responsible for providing subject matter expertise on the regulation of the electricity sector in Senegal to other team members and will support the development of client deliverables. This is a part-time consulting position that will last until approximately December 2025. The timeline may be extended based on the needs of the evaluation and performance.

Responsibilities:
· Provide subject matter expertise and analysis on the regulations and legal framework surrounding the electricity sector in Senegal.
· Contribute to deliverables at all phases of the evaluation, including the inception report, data collection plan and final report.
· Play a role in the design of the evaluation, ensuring that the design reflects best practices in the design of energy regulatory related projects.
· Actively participate in data collection and analysis and support the development of data collection instruments.
· Participate in client and stakeholder communication, presentations, and interfacing with program implementers.
Qualifications:
· Minimum of a Master’s degree in legal science, engineering or related field and at least 10 years of professional experience supporting energy and regulatory reform sector programs and/or evaluation projects.
· Minimum of three years of experience in carrying out, advising, and providing technical assistance on electricity sector regulation and reform. Familiarity with energy regulations in Senegal.
· Experience designing and conducting evaluations or reviews of regulatory reforms.
· Experience conducting qualitative interviews is required.
· Experience in Senegal and/or West Africa highly preferred.
· Fluency in oral and written English, and professional proficiency in oral and written French.
