The UN Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.
In Mauritania, the UN Development System is represented by Agencies, Funds, and Programmes and entities that carry out their activities according to their specific mandates and in line with the UN Cooperation Framework for Sustainable Development signed with the Government of Mauritania. The Country Team works under the leadership of the UN Resident Coordinator,whose role is to bring together the various UN entities to strengthen the coherence and effectiveness of the UN support to Mauritania vision enshrined in its Strategy for Accelerated Growth and Shared Prosperity (SCAPP).The UN system support has been focused on supporting Mauritania efforts to deliver on SDGs 1 to 8, 10, and 13 to 17.Support has focused, inter alia, on improving basic social services, enhancing food security and nutrition, tackling environment and climate change related issues, and strengthening governance.In line with national priorities, the UN system has started its joint programming process toward its next UNSDCF (2024-2027),building on the Common Country Assessment for the year 2021 and the past cooperation framework. Meanwhile, the country has been recipient of the PBF since 2018. In the upcoming years, PBF investments will continue to place emphasis on advancing the role of women, gender equality, youth employment in the country, as well as potential cross-border initiatives Mauritania has made progress in the field of decent work and economic growth, particularly for young men and women.The SCAPP highlights youth and employment as core development challenges to address. Further,the National Youth Strategies (2011–2015 & 2016–2020) have initiated many employment projects in favor of youths.The inclusion of 1st and 2nd generation of young migrants is key to promote social cohesion and prevent from radicalization and exclusion.The 2nd Action Plan for the implementation of the SCAPP presents four strategic orientations, including socio-economical inclusion of youths for a civic participation in decision making,the fight against inequalities in access to education and employment, while taking into account gender; protection and information of youths which constitutes a potential resource providers to care about in order to allow them to enjoy their full capacities, and prevent them from evil doing against their health and the whole society; the establishment of an operational framework for the promotion and sensitization of populations on the importance of the development of youth outreach systems,and adapting them to the specific.On 2022, the RCO submitted its Annual Strategic Report on peacebuilding to the PBF, highlighting 5 thematic areas,including the consolidation of the peace, humanitarian, and development nexus, leveraging on climate security, consolidation of democratic gains,through participative and inclusive electoral processes, Participative and planned management and promotion of natura resources, promotion of socio-economical inclusion and social cohesion among host communities and refugees,prevention of violent extremism in cross-border regions. As a result of the submission of this report,in 2023, the PBF confirmed its continued support,for three flagship initiatives,including women participation,youth employment and social cohesion, and potential cross-border initiatives around water management,climate security, peace & security.PBF’s portfolio in Mauritania is currently composed of 7 ongoing projects across regions and near border areas
Activities will be carried out Nouakchott (30%), and in the regions (70%) through periodic field missions. Under the supervision of the Coordinator of the Peacebuilding Fund Secretariat, the International UN Volunteer Expert shall: • Assess the entrepreneurship ecosystem in Mauritania, conduct research and analysis to guide policy advocacy and programming to promote entrepreneurship and decent work in the country. • Working closely with the Secretariat of the Peace Building Fund (PBF) and UN Agencies implementing PBF-funded project youth employment and social cohesion flagship initiative. • Identify business ideas and assist in the design and presentation of project ideas carried out by youths and tailored to the specific needs of the region. This may include training and capacity building programs, mentorship initiatives, business development services, and access to finance programs. • Offer technical expertise and guidance to young entrepreneurs in developing sustainable business plans, improving productivity, accessing markets. • Address the most urgent needs for business management involving youths, and in the establishment and development of professional networks. • Coach youths to utilize their entrepreneurship skills to start their business (start-ups). • Engage with relevant stakeholders including government agencies, local communities, civil society organizations, and private sector entities to build partnerships and mobilize support for entrepreneurship initiatives. • Organize workshops, seminars, and knowledge-sharing events to enhance the capacity of local stakeholders and build a culture of entrepreneurship in the region. • Provide technical inputs and guidance to strengthen the employment and social cohesion dimension in all programme documents, concept notes and strategy documents, including PBF projects and the cooperation framework (UNSCDF) and the annual Common country analysis (CCA) update. • Strengthen capacity development through knowledge sharing, training, awareness, and meetings with UN Agencies and National stakeholders, to support youth employment and entrepreneurship. • Support the implementation of the Peace and Development Advisor (PDA) sponsored catalytic project on “Promoting youth and women’s participation and furthering climate security». • Provide overall strategic guidance and support to the UNCT on decent work and economic growth mainstreaming. • Support the implementation of the National the Youth Strategy, particularly the provisions regarding youth employment and entrepreneurship. • Perform other tasks as required
